        <![CDATA[<p>Incidents reported to the Shenandoah County Sheriff's Office July 25-26: </p>

<p><strong>July 25: </strong>Deputies charged Amanda Dawn Drennan, 198 Whippoorwill Road, Front Royal, with giving a false report to law enforcement. Drennan is scheduled to appear in Shenandoah County General District Court on Aug. 10. Drennand reported to the sheriff's office that she had been the victim of a sexual assault in her residence on Dec. 29. After further investigation, Drennan recanted her story, according to the sheriff's office.</p>

<p><strong>July 26: </strong>Authorities are investigating the theft of a television from a home on Mill Creek Road in Mt. Jackson.</p>

<p><strong>July 26:</strong> A suspect or suspects entered an outbuilding at a church on Morning Star Road, Mt. Jackson, causing damage and removing light bulbs. The matter remains under investigation.</p>

<p><strong>July 26:</strong> Deputies arrested Anthony Carroll Getz, 28, of 757 Burke Hill Road, Maurertown, and charged him with felony assault of a law enforcement officer, appearing drunk in public, two counts of disorderly conduct and obstruction of justice, according to a sheriff's office report. </p>

<p>Getz remains free on bond pending his next appearance in Shenandoah County General District Court scheduled for Aug. 10.</p>

<p>Deputies responded to the Burke Hill Road address for a report of a disturbance. When deputies arrived, Getz became "argumentative and threatened officers," according to a sheriff's office report. Getz was uncooperative and "went at the officers," according to the report.</p>]]>

<p><strong>July 10-16</strong></p>

<p><strong>July 16</strong> - Sheriff's Deputies charged Daniel Eugene Hallman, of 601 Maurertown Mill Road, Maurertown, with five counts of forgery and five counts of uttering. The court date is set for Sept. 13.</p>

<p><strong>July 15</strong> - A larceny was reported to the Sheriff's Office. According to the complainant, unknown person(s) removed various power tools from a church on Old Valley Pike, Strasburg.</p>

<p><strong>July 15</strong> - Sheriff's deputies charged William Lee Reedy, of 13483 Old Valley Pike, Edinburg, with violation of a protective order. The court date is set for Aug. 30.</p>

<strong>July 14</strong> - Sheriff's deputies charged Clyde F. Good, Jr., of 1469 Stockings Circle, Harrisonburg, with animal cruelty. The court date is set Sept. 14.</p>

<p><strong>July 14</strong> - Sheriff's deputies charged William Lee Reedy, of 13483 Old Valley Pike, Edinburg, with assault and battery of a family member. The court date is set for Aug. 30.</p>

<p><strong>July 14</strong> - Sheriff's deputies charged Laura Jean Aven, of 401 Broadway St, Frederick, Md., with petit larceny and indecent exposure. The court date is set for 11 a.m. Sept. 21. in Shenandoah County GD Court.</p>

<p><strong>July 14</strong> - Sheriff's deputies chargedEugene Franklin Stanley Jr. of 268 Shenandoah St, Mount Jackson, with felony malicious wounding. The court date is set for Sept. 21.</p>

<p><strong>July 13</strong> - Sheriff's deputies charged Terri Danielle Zilke, of 337 Sand Ridge Road, Toms Brook, with appearing drunk in public. The court date is set for Aug. 10.</p>

<p><strong>July 13</strong> - Sheriff's deputies charged Allen Lee Shafer, of 424 Grandstaff Lane, Edinburg, with one count of credit card larceny, one count of obtaining money by false pretenses, and one count of credit card fraud. The court date is set for Aug. 10.</p>

<p><strong>July 11</strong> - Sheriff's deputies charged Adam Wayne Keith, of 288 Wise Ave, Strasburg, with embezzlement.</p>

<p><strong>July 11</strong> - Sheriff's deputies charged an 11-year-old juvenile from Woodstock with assault and battery.</p>

<p><strong>July 11</strong> - Sheriff's deputies charged Christopher Lee Funk, of 1942 Conicville Road, Mount Jackson, with appearing drunk in public. The court date is set for Aug. 24.</p>

<p><strong>July 11</strong> - Sheriff's deputies charged Nicholas Allen Pirkheim, of 54 Lake Dr, New Market, with appearing drunk in public. The court date is set for Aug. 24.</p>

<p><strong>July 10</strong> - Sheriff's deputies charged David Allen Hinkle, of 6223 Main St, Mt. Jackson, with violation of a protective order.</p>

        <![CDATA[<p>The Shenandoah Valley Electric Cooperative reports an underground cable failure cut power to 3,157 members in Winchester and a portion of Frederick County.</p>

<p>Here's the press release issued this morning:</p>

<p><strong>SVEC Working to Restore Service to City of Winchester and Surrounding Area</strong></p>

<p>MT. CRAWFORD - At approximately 3:30 a.m., approximately 3157 Shenandoah Valley Electric Cooperative (SVEC) member/owners located in the City of Winchester and a small portion of Frederick County lost electric service. The 3157 members are served out of the North Winchester and West Winchester Substations.  The outage was caused by an underground cable failure just outside of SVEC's West Winchester Substation.</p>

<p>"At approximately 3:30 a.m., electric service from our West Winchester Substation, which was providing power to a portion of our North Winchester Substation, was lost. At approximately 5:15 a.m. service was restored to 2100 of the 3100 members affected by the initial outage," said Mike Aulgur, manager of external affairs for the Cooperative. Aulgur continued, "Five crews were immediately dispatched to the area. Crews will work diligently to restore power to our member/owners as quickly and safely as possible."</p>

<p>If you have lost power and are an SVEC member, the Cooperative encourages you to call 1-800-234-7832, even if you think your neighbor may have called.  It is more effective for SVEC to know where all outages are located.</p>

        <![CDATA[<p>The Virginia Department of Transportation will begin aerial survey work on Wednesday at exit 307 on Interstate 81 as part of an interchange study.  </p>

STAUNTON - Motorists and residents in portions of the Stephens City area of Frederick County will be seeing numerous four-foot square vinyl and painted markers near Route 277 Route 641, Route 11, Route 631 and south of Interstate 81 exit 307.
 
The markers are for upcoming aerial photographic surveys that are part of a study that examines the feasibility and justification for a possible relocation of exit 307.  The study will evaluate safety, traffic flow, and environmental impacts in relation to the interchange's configuration and location.
 
The markers will be placed flat on the ground at various key locations. People should not touch or remove the markers, which may stay on the ground for a period of time over the next four months, beginning on Feb. 15, 2012. Survey personnel will remove the vinyl targets after the aerial photographs are taken.
 
Virginia Department of Transportation (VDOT) Edinburg Residency Administrator Cliff Balderson says, "No exact road footprint is identified and certainly there is no funding for any construction.  There is no imminent I-81, exit 307 relocation project."
 
The aerial photographs along with the other survey work will help VDOT, the Winchester/Frederick Metropolitan Planning Organization and Frederick County officials identify topography, land use and other right of way issues in the area.  ]]>

        <![CDATA[<p>Safety groups report that 11 teenagers between 16-20 years old died on Virginia roads between Jan. 1 and Jan. 24 of this year.  Last year three teens were killed during the same time period.</p>

<p>"The increase in teen fatalities is significant and we want to take a proactive approach to getting the word out to teens, their parents, and the school systems," said Mary King, program administrator for Youth of Virginia Speak Out. "We need everyone working together to educate our teens so that this trend doesn't continue throughout the year."</p>

<p>Here's a press release issued today by Youth of Virginia Speak Out and Sgt. Tim Wyatt of the Blue Ridge Regional Crash Investigation Team:</p><p><br /></p><p><b>Safety groups warn parents of increase in teen fatalities; Urge teens to slow down and buckle up</b></p>

<p> The number of teen drivers killed in motor vehicle crashes in Virginia is up significantly in January from the previous year and regional and state safety organizations are urging teen drivers and their parents to take precautions to help prevent further tragedies.</p>

<p>According to preliminary statistics, 11 teens ages 16‐20 died on Virginia roadways between January 1 and January 24, 2012, as compared to only three teens killed in the same time period in 2011. Youth of Virginia Speak Out About Traffic Safety (YOVASO) and the Blue Ridge Regional Crash Investigation Team say they hope to stop this alarming trend by bringing awareness to the issue and encouraging teens to buckle up and focus on safer driving. The organizations are also urging parents to set clear rules for their young drivers and to closely monitor their driving.</p>

<p>"The increase in teen fatalities is significant and we want to take a proactive approach to getting the word out to teens, their parents, and the school systems," said Mary King, YOVASO Program Administrator. "We need everyone working together to educate our teens so that this trend doesn't continue throughout the year."</p>

<p>"Since 2004, the Blue Ridge Regional Crash Investigation Teams have worked hard to educate our young people about the importance of safety behind the wheel, but we can't do it alone," emphasized Roanoke County Police Sgt. Tim Wyatt, a member of the Blue Ridge Regional Crash Investigation Teams group. "This needs to be a community‐wide effort that begins at home. Families need to make it a point to talk to their kids and grandkids and remind them that their actions ‐ what they do behind the wheel - <br />
will have life‐long consequences," Sgt. Wyatt said.</p>

<p>According to the 2012 crash reports, the most prevalent causative factors in the fatal crashes were speed, distraction/inattention, and run‐off‐the road. Forty‐five percent (5) of the teens killed were not restrained and 9 percent (1) was attributed to alcohol. Crash reports also show that an equal number of males and females were involved (7 males, 4 females), and that five of the fatalities were passengers and six were the drivers. The fatalities involved all ages, except 16 year olds; and occurred throughout the state with no one region experiencing more crashes than others. Two of the crashes involved<br />
multiple fatalities.</p>

<p>"Until this recent spike, Virginia had been experiencing yearly declines in teen fatalities since 2007," King emphasized. In 2010, 83 teens were killed in Virginia and preliminary figures for 2011 show that 81 teens were killed. Both are record lows for the state. "Every fatality is one too many and it is very disheartening to experience so many fatalities in the first month of the year," King said.</p>

<p>According to Sgt. Wyatt, motor vehicle crashes involving teens are preventable. "Parents need to have a serious talk with their kids about buckling up and slowing down," Sgt. Wyatt emphasized. "Lack of experience and distractions are among the biggest factors in teen crashes. In the past ten years," Sgt. Wyatt noted, "almost half of the teen fatalities have involved speeding and running off of the road. In addition, more than half were not wearing their seat belts." </p>

<p>To help keep teens safe on our highways, YOVASO and the Blue Ridge Regional Crash Investigation Team urge the following:</p>

<p>Teens:</p><ul>
	<li>Make a commitment to driving safely and encourage your friends and family to do the same</li>
	<li>Always wear your safety belt ‐ it is your best defense in a crash, and make your passengers buckle up as well</li>
	<li>Obey the speed limit ‐ speeding is the top cause of death and serious injury in crashes</li>
	<li>Resist texting or talking on the cell phone while driving ‐ it is against the law; and avoid other forms of distracted driving such as changing the radio, eating, and passenger distractions</li><br />
</ul><p></p>

<p>Parents:</p><ul>
	<li>Talk with your teen about the increase in fatalities and the dangers of speeding, drivingdistracted, and "cruising" with friends</li>
	<li>Set clear rules for driving and include consequences for violating cell phone, seat belt, curfew, passenger limitation, and other driving laws. Be firm and follow through with punishments.</li>
	<li>Continue practicing driving skills with your teen and monitoring his/her driving even after full licensure</li><br />
</ul><p></p>

<p>Schools and Community Organizations:</p><ul>
	<li>Announce/talk with the students about the increase in teen fatalities in Virginia</li>
	<li>Educate the students on safe driving practices through announcements, visual displays, guest speakers, programs, etc.</li>
	<li>Challenge the students to drive safely and to end the school year with zero fatalities</li>
	<li>Post seat belt reminders and no cell phone use signs in all parking areas</li><br />
</ul><p></p>

<p>YOVASO is a statewide youth leadership program that enables teenagers to work towards the prevention of their number one killer ‐ motor vehicle crashes. Through YOVASO, teens work together in school‐based, service learning clubs to advocate for safer driving among their peers and to develop prevention strategies for their schools and communities. The program is administered by the Virginia State Police Association and has over 100 member schools.</p>

<p>The Blue Ridge Regional Crash Investigation Team consists of separate crash teams across Southwestern Virginia consisting of crash reconstructionist from local and state law enforcement. The mission of the BRRCIT is to reduce the number and severity of traffic crashes through a joint‐jurisdictional, multiagency, multi‐disciplinary approach to research crashes, analyze crash data, and develop effective community‐based counter measures for prevention.</p>
