Winchester police honor their own

The family of Sgt. Ricky Timbrook accepted Timbrook's Medal of Honor award during the ceremony on Thursday night.

WINCHESTER - Medals and awards were presented to more than two dozen members of the Winchester Police Department and Volunteers in Policing during a ceremony Thursday night at the city's Social Hall in Jim Barnett Park.


Police Chief Kevin Sanzenbacher, Ken Candell, master of ceremonies, and Major David White presented the following awards:

Medal of Honor: Sgt. Ricky Timbrook. Those in attendance stood and applauded when Timbrook's family - his son Ricky, widow Kelly, his sister Kim Hudson and her daughter Ashley, accepted the award. Timbrook was killed in the line of duty in 1999. Edward N. Bell was later convicted and executed for Timbrook's slaying.

2008 Employees of the Year: Corp. Timothy P. Schraff and Major David White.

Medal for Valor: Officer Tim Rice and Det. Robert Wolford.

Purple Heart Medal: Officer Tim Rice and Corp. Robert Shickle.

Life Saving Medal: Corp. Steve Spaid, Det. Adam Orndorff and Lt. Michael Ritchie.

Distinguished Service Medal: Officer Tim Rice, Sgt. Justin Meredith and Sgt. Wallace Stotlemyer.

Meritorius Service Medal: Det. Frank Myrtle, Det. Adam Orndorff, Det. Robert Wolford, Det. William Griffith and Sgt. Wallace Stotlemyer.

VIP awards

Volunteers in Policing received a Gold Level Group Presidential Volunteer Service Award as a group for volunteering more than 1,000 hours during 2008. The VIPs volunteered 2,912.8 hours. which is valued at $56,828 worth of time donated to the Police Department and the City of Winchester. Volunteer time in Virginia is valued at $19.51 an hour.

Five VIPs received Silver Level Presidential Volunteer Service Awards for volunteering more than 250 hours:


  • Gene Mills volunteered 347.5 hours

  • John Jackson volunteered 340 hours

  • Carrie Heishman volunteered 309.3 hours

  • Carroll Heishman Volunteered 264.3 hours

  • Pat Fristoe Volunteered 261.8 hours



Seven VIPs received Bronze Level Presidential Volunteer Service Awards for volunteering over 100 hours:

  • Rhonda Morris volunteered 202.5 hours

  • Julia Pearce Volunteered 162.8 hours

  • Eddie Kenney Volunteered 157.5 hours

  • Lance Pearce Volunteered 141.8 hours

  • Charles Barr volunteered 136.6 hours

  • Paul Musick Volunteered 128.5 hours

  • Lucille Long Volunteered 120.3 hours



Other awards:

  • John Jackson - VIP of the Year and 11 years of Service Certificate

  • Eddie Kenney 11 years of Service Certificate.

  • Paul Musick 11 years of Service Certificate and Certificate for 4 years service as Assistant VIP Coordinator

  • Joan Funkhouser 11 years of Service Certificate

  • Lucille Long 10 years of Service Certificate and Certificate for service 4 years as Treasurer of VIPs.

  • Ned Cheshire 7 years of Service Certificate

  • Gene Mills 7 years of Service Certificate

  • Pam Ridgell 7 years of Service Certificate

  • Patricia Boxwell 5 years of Service Certificate

  • Pat Boxwell 5 years of Service Certificate

  • Carrie Heishman 5 years of Service Certificate

  • Carroll Heishman 5 years of Service Certificate

  • Rhonda Morris 5 years of Service Certificate

  • Mary Orndorff 5 years of Service Certificate

  • Julia Pearce 5 years of Service Certificate

  • Lance Pearce 5 years of Service Certificate and Certificate for 4 years service as VIP Coordinator

  • Shirley Ryan 5 years of Service Certificate
