Water towers make great neighbors. Very quiet. Well maintained. And as far as the earthquake, if there is a tremor strong enough to knock down a steel structure with a massive concrete foundation, their house will be a pile of dust anyway....
I went to both neighborhoods during the balloon test. Putting the tower on Crystal Hill would have a huge negative impact an many homes there. Putting the tower at the Stoney Pointe location would have a much smaller impact on far fewer homes. The town would be shooting itself in the foot by building the tower on Crystal Hill. The massive erosion of property values would result in lost taxable revenue for the town throughout the life of the tower. Any money saved up front by building there would be negated many times over by the lost revenue....
As bad as this could be for some of the landowners and hey you never know but I'd be thankful as all hell it was there if or when the Shenandoah river gets polluted or non-potable. At least the town is moving in the right direction creating a water storage tower somewhere....
