A request by HEPTAD, LLC to conditionally rezone approximately 98.25 acres from the Suburban Residential (R-S) District to the Planned Neighborhood Development (PND) District.  The rezoning application includes a detailed proffer statement and concept plan for the proposed development of up to 450 dwelling units, accompanied by commercial area, open space, new roads, and recreational areas. The property is generally located north of Rt. 55 and south of Happy Creek Road, between Williamsburg Estates Subdivision and Happy Creek Knolls Subdivision. The property is identified on Tax Map 20A21, Section 2, Parcel 1, and Tax Map 20A20, Section 2, Parcel 11.<br />
2) Mixed-Use Campus Development (MCD) District.  A draft amendment that proposes to add Sections 175-53.9 through 175-53.16, and modify Section 175-3, of the Municipal Town Code. The proposed draft amendment would add a new zoning district that would permit a variety of commercial, light industrial and organizational land uses within a relatively large campus environment.  At this time, no properties are proposed to be added to the zoning district, but applicants would have the ability to later submit a rezoning application for the Town's consideration.<br />
Copies of the above application and ordinance are available for public inspection in the Planning/Zoning Office located in Town Hall.  All interested citizens are invited to attend these hearings to express their views.<br />

The Front Royal Town Council will conduct a Public Hearing on Monday, February 27, 2012 at 7:00 p.m., in the Warren County Government Center's Board Meeting Room to consider 1) Deed of Gift and Consolidation, from the County of Warren to the Town of Front Royal, where the County of Warren conveys all interest in Tax Map Parcels 12-69 and a portion of Tax Map 12-26D to the Town of Front Royal. This property is to be merged into one larger lot to be known as Parcel 2, containing 3.419 acres on which is located the McKay Spring; and, 2) Deed of Gift and Consolidation from the Town of Front Royal to the County of Warren where the Town of Front Royal conveys the remaining portions of Lots 3-11, Block 11 and Lot 15, Plat of Cedarville, containing 0.950 acres to the County of Warren. Lot 15 is consolidated with Tax Map Parcel 12-26D to create Parcel 1.<br />
Copies of the Deeds of Gift and Consolidation are available in the Town Attorney's Office. All interested individuals are invited to attend this hearing to express their views.<br />
