(1:40 p.m.) The U.S. Supreme Court has dismissed Edward N. Bell’s last appeal with a one-sentence order.
Bell, who was convicted in 2001 of the 1999 murder of Winchester Police Sgt. Ricky L. Timbrook, had asked the high court to send his case back to the U.S. Court of Appeals for the Fourth Circuit in Richmond.
Barring some extraordinary legal action in another court, the order puts only Democratic Gov. Timothy M. Kaine between the Jamaican national and Virginia's death chamber.
