Indoor Plumbing Rehabilitation Program to offer loans to homes that lack indoor plumbing

WOODSTOCK -- The Shenandoah County Board of Supervisors on Tuesday named community action agency People Inc. as the county's designated Indoor Plumbing Rehabilitation Program administrator.
The request from People Inc. was on the board's consent agenda, and was passed without comment along with several other matters.
The plumbing program will offer zero-interest loans the recipients only pay back if they can afford to do so. People Inc. CEO and President Robert Goldsmith told the supervisors' property and public works committee that Shenandoah County has 57 homes that lack complete indoor plumbing.
Also on Tuesday, the board took action on a couple of measures related to pawnshops.
Attorney Kevin Black sent a letter to Zoning Subdivision Administrator Joyce Fadeley last summer asking for an ordinance that would allow pawnshops in the local business district. He represents Adam and Nick Lefferts, who plan to open a pawnshop at 18127 Old Valley Pike south of Woodstock.
The supervisors agreed to make pawnshops a by-right use in the local and general business districts. However, they limited the number of pawnshops in unincorporated areas of the county to three.
"It's my understanding that this is allowed by the state of Virginia and we're simply adding it to our Shenandoah County zoning ordinance, which enables us to put certain requirements in," Supervisors Chairman David Ferguson said. "By doing this, we were able to also dictate some of the requirements by which they operate."
It also allows the county to limit how many such shops it will allow, District 5 Supervisor Dennis Morris pointed out.
The supervisors also passed a resolution asking the U.S. Forest Service to ban hydraulic fracturing of natural gas wells or mining in the George Washington National Forest when it completes its management plan revision.
The resolution, which was drafted by the Water Resources Advisory Committee, cites the number of Strasburg and Woodstock residents who get their water from within the forest.
