In wake of controversy over businesses displaying flags, Front Royal to form advisory committee

FRONT ROYAL -- The town is seeking volunteers to help review code sections after an outcry about commercial display flags.
Front Royal is forming a citizens' review advisory committee to help town staff in evaluating and reviewing code, according to a news release from acting Town Manager Steve Burke.
Burke said the advisory committee will be responsible for "reviewing code for applicability and currency."
The committee's creation was spawned by recent controversy about town code and the display of flags, Burke said.
Merchants and business owners complained about being cited for displaying flags that failed to comply with the town code as written.
The council forwarded the town code section on flags to the Planning Commission for rephrasing to allow businesses to display commercial banners or flags.
The all-volunteer committee could meet as often as once a month. The bulk of the committee's work will be done by email and conduct code reviews by accessing the town code through the town's website, Burke said.
The town code has not had a thorough review in recent years, Burke said, and certain portions contain outdated or unnecessary language.
Burke estimates some sections could be well over 30 years old and need to be updated.
The committee will have five to 10 members, Burke said, depending on the interest shown by residents.
"It would be nice if we could get across-the-board citizens," Burke said.
The town's zoning and subdivision codes will not be part of the committee's review.
Letters of interest may be submitted in person to the town's manager office or mailed to P.O. Box 1560, Front Royal, VA 22630. Interested applicants also may email letters to sburke@frontroyalva.com or fax them to 636-7475. The deadline for applications is May 4.
