Town man charged with sex crime

FRONT ROYAL -- A town man is being held without bond in the Warren County Jail after being charged by a Circuit Court grand jury with carnally knowing a juvenile girl.
Matthew Charles Taylor, 19, of 825 W. 14th St., is charged with carnally knowing without the use of force a child under the age of 15 on or about Nov. 20 through Dec. 4.
Taylor's case has been continued to May 2 for further proceedings.
A Jan. 31, complaint form on file in Circuit Court records indicates that Front Royal police detective Crystal Cline was advised by a school resource officer on Jan. 24 that a 14-year-old girl at the school was pregnant.
"I interviewed [the girl], 14 years old female, who advised me that Matt Taylor, 18, had sex with her and she was now 7-8 weeks pregnant," Cline says in the complaint.
"The sexual encounter occurred during the latter part of November/early December at a residence on Kendrick Lane, Front Royal. [The girl] advised that she didn't say 'No' because she was scared and didn't know what to do. Matt Taylor admitted to having unprotected sex with [the girl]."
The April 4 grand jury also returned other indictments, charging:
• Tiffany Laverne Buehler, 27, of 25 T-Bird Drive, Front Royal, with prescription fraud on Sept. 2. She remains free after posting a personal recognizance bond pending further proceedings on May 2.
• Ray Leon Burke Jr., 35, of 32 Headwaters Road, Chester Gap, with construction fraud of Eunice and Floyd Bauserman on June 17. Burke remains free after posting a $1,000 personal recognizance bond pending further proceedings on May 2.
• William Corbet Dickey, 46, of 611 W. 13th St., Front Royal, with assault and battery of Front Royal police officer Jason Bates on Jan. 18. Dickey remains free after posting $5,000 secured bond pending further proceedings on May 2. Dickey also has other matters pending.
• Edwin Joseph Fox, 24, of 363 Kendrick Lane, No. 57, Front Royal, with assault and battery of Melissa Fox, a family or household member, on Feb. 26, having been convicted of assault and battery against a family or household member within 20 years, third or subsequent offense. Edwin Fox is being held without bond in the Warren County Jail pending further proceedings on May 2.
• Karmen Nicole Frazier, 28, of 80 Hickory Road, Front Royal, with selling or distributing heroin on Aug. 25. She is being held without bond in the Warren County Jail pending further proceedings on May 2.
• Dustin Lee Hottinger, 25, of 240 Short St., Front Royal, with possession of methylphenidate on Jan. 4. He remains free after posting $5,000 secured bond pending further proceedings on April 19.
• Michael Eugene Kerns, 33, of 107 Little River Drive, Winchester, with failure to appear in Circuit Court on March 30, 2010, after being charged with possession of a firearm by a person previously convicted of a violent felony. He is being held without bond in the Northwestern Regional Adult Detention Center on other matters pending further proceedings in Warren County Circuit Court on May 2.
• James Lewis Lathon, 47, of 309 Front St., Front Royal, with breaking and entering a building on Dec. 10, affixed to realty belonging to Colleen Olverson with the intent to commit larceny. Lathon is being held in the Warren County Jail in lieu of posting $10,000 secured bond pending further proceedings on June 6.
• Angela Elizabeth Lombardi, 35, of 104 W. 18th St., Front Royal, with attempted malicious wounding on Dec. 11. She remains free after posting $5,000 secured bond pending further proceedings on April 26.
• Robert Anthony Wooddell, 38, of 307 Skyline Place, Front Royal, pleaded guilty to assault and battery of Samantha E. Newman, a family or household member on Jan. 31, after having at least twice previously been convicted of assault and battery against a family or household member within 20 years.
Wooddell was sentenced to three years in prison, with all but 10 months suspended. He was ordered to undergo a batterer's intervention program or anger management. Upon release, he will be placed on two years of supervised probation, followed by one year of unsupervised probation.
