Leaders woo fast food restaurant proposal already shunned by Strasburg officials

MIDDLETOWN -- A businessman whose plan to bring a Popeye's to Strasburg was rebuffed by the town's Planning Commission is now being courted by Middletown.

Mansoor Awan went before the Strasburg panel in May to discuss rezoning 33699 Old Valley Pike from X-transitional to commercial so he could build the chicken restaurant and also possibly a Papa John's pizza, as well as a bank or other retail business.

Since then, Awan has apparently dropped his plan for Strasburg.

Middletown Mayor Marshall J. "Mark" Brown hopes he'll instead come to his town.

"[Zoning Administrator Fred Wharton] put a call into the folks, said, 'Look, if you can't find a suitable location there in Strasburg, we've got an excellent site just across from Lord Fairfax Community College that would suit your needs,'" Brown said Friday afternoon.

"I'm not sure if anything's come back yet or not. We've definitely offered it to them."

A four-unit building should be available in the next two months or so at the site of the former Carter's Family Store, which was destroyed by fire last year.

"They're in there with earth-moving equipment right now," Brown said. "They should be laying brick next week."

It's early enough for the building to be customized to a buyer's needs, he said.

"I think Popeye's is a great fit," Brown said. "Middletown, we don't have a burger place or a chicken place."

Lord Fairfax would be a boon to such a restaurant, he said.

"We have a college up there with a lot of students that have a need for fast food," Brown said.

Strasburg Councilman Rich Orndorff said he was told by Awan's real-estate agent that he wasn't treated well by the Strasburg Planning Commission and a couple of council members in attendance.

"I guess he didn't like how he was spoken to," Orndorff said.

He said it did appear that the Popeye's plans needed tweaking, but he'd hoped that some council members could meet with Awan to try to come up with a solution, but "I understand he has no intention of coming back to Strasburg."

Some members of the commission and the council expressed concerns
regarding the aesthetics of a Popeye's restaurant and sign, according to the meeting's minutes.

"[Councilman Don Le Vine] feels this is a very important piece of land," the minutes say. "The town wants to grow, but they can wait for quality growth. It is true there are economic conditions which are causing hardships, but the town's finances are sound and we are not as desperate as some. He thinks patience will lead to good development and we do not have to re-zone."

According to Awan's application, the restaurant would be all brick, with the other side of the parcel being possibly a bank or office. He estimated the two restaurant chains would bring in $1.5 million a year and employ about 35 workers.

Corporate restaurants can often tailor designs to fit a community's look, Orndorff said.
"You can request some of those things, but that doesn't mean you don't allow the business to come," he said. "In this economic situation, we need as much revenue as we can get, and business and commercial and that sort of thing, that's what we need," he said. "That's the type of revenue because it's going to bring tax dollars. I think anything you can have along [U.S.] 11 coming into Strasburg, I think that just encourages people to get off the interstate at Exit 298 [is good]."

Awan couldn't be reached for comment Friday.

Many residents truly appreciate the deligence with which the Strasburg Planning Commission and several council members are trying to make Strasburg a community of pride. Of course the businesses off of Exit 298 generate income for the community. We have McDonald's, Burger King, Arby's, Anthony's Pizza , Denny's, Golden China, Castiglia’s (seven restaurants) plus the fast food that 7-Eleven provides--a good variety of choices for a stop off of I-81. Our thanks to those Town representatives who have the foresight to look down the road a few years. Some may think the Exit 298 corridor looks prosperous right now with all the new development but travel around the country and look at what happens to the fast food strips ten-fifteen years from now--not a pretty sight....

Looks like Middletown could get the gold and Strasburg will get shaft. I think Mr. Brown can sum it up in one sentence why Strasburg didn't get the popeye's restaurant. He said, "It's early enough for the building to be customized to a buyer's needs." And the operative words here are, BUYER'S NEEDS. This seems to be what the town is leaving out of their negotiations?

Councilman Orndorff said, "the Poppeye's plans needed tweaking".... Well I guess you tweaked them right out of town, just like the Sheetz a few years ago. That company bent over backward to please Strasburg, but they nitpicked their plans to death. In particular was the lighting interrupting peoples sleep. If I leave my window shades open I can read a newspaper from the lights of the 7-11 on the corner. I guess 7-11 lights tend to have a different effect on people as far as sleeping?

The town crawling back to beg Awan's real estate agent for another chance at the contract is pathetic. How many times do these people have to shoot themselves in the foot before they know what they are doing wrong?

It would be great to have another place in town to get a meal, and just think of the added tax revenue it could bring in to help save the town from fiscal ruin.

I seldom agree with Rich Orndorff on anything but I will agree with him on this issue.

Too bad the town of Strasburg lost out on this one, only due to the arrogance of their town council. Some of these town council's need to climb off their high horses and learn to be a little more business friendly (this reminds me of the Front Royal Fiasco when the town council squashed a proposed solar plant).

Mr. Awan apparently has proven to be a good neighbor in the communities where his other business ventures are located. I don't understand why the Council feels this property is so special, who do they believe is going to build there, something like a Morton's Steakhouse? LOL

I don't understand the town council's apprehension. There isn't much in Strasburg that is more special than any other place along I-81. They should have counted their blessings that someone actually showed interest. The area where Mr. Awan wanted to build already has a McDonalds, a Burger King, and a several other restaurants. How was his proposal any different? Just seems odd and unbalanced.

I hope he builds in Middletown, it certainlly would rather drive to Middletown to enjoy Popeye's chicken, than to drive further into Winchester as I do now.

Sure, just what the kids at the college need--junk food. Instead of poisoning them with that crap, how about a restaurant that serves real, healthy, nutritious food?

"wolfcr"..I really wouldn't worry too much about that since many of today's college students really are much more into good nutrition than most older adults. For example why is the chain Chipotle is so popular among this crowd? Its because the menu is limted and what they have promotes good nutrition. Heck if many of today's young people had their way soda pop ads will be banned from radio & TV the same way ads for tobacco currently are. Not too mention how many times one would re-fill their plates at Golden Corral or Cici's Pizza would be based on weight. Today's college students are far more active...why do you think those so-called energy drinks such as Rockstar are so popular? Give the college students so credit. Sure some many eat at this Popeyes but a good many won't..give'em a bagel and a Rockstar drink they be happy.

I hope todays college students are smart enough to know that Chipotle burritos (they average about 1000 calories despite what they publish in their literature) and Rockstar energy drinks (as much sugar and more caffeine than soda) are NOT healthy foods.
