WINCHESTER -- A city man accused of having consensual sex with a teen girl in three localities this year remains free on bond.
Judge John Wetsel Jr. issued a warrant Sept. 20 for the arrest of Carlton Dewayne See after a grand jury in Winchester Circuit Court indicted the man on five counts of committing carnal knowledge of a 13- or 14-year-old girl without force and one misdemeanor count of possession of marijuana.
The indictments in the city allege See, 36, of 2958 Valley Ave., Apartment 11, committed the offenses sometime between April 29 and July 4.
A.J. Hipple, an investigator with the Frederick County Sheriff's Office, interviewed the alleged victim, a 14-year-old identified in court documents by initials only, on July 8 pertaining to the allegation of carnal knowledge.
"During this interview [the girl] disclosed that Carlton Dewayne See has been engaging in sexual intercourse with her as well as oral sex and digital penetration," Charles Barlow, a detective with the Winchester Police Department, states in an affidavit for a search warrant. "[The teen] disclosed that See has provided her with illegal drugs as well as alcoholic beverages.
"[The teen] advised that [See] has taken photographs of her nude vagina during their encounters with his cell phone," Barlow adds. "She also stated that he has sent her a photo of his nude penis via cell phone."
Barlow had filed the affidavit to search See for any cell phones, and took See's cell phone in relation to the investigation. The girl told the detective authorities in Clarke County stopped See and her the week of July 8 "in a secluded area right after having sexual intercourse," the affidavit states. Barlow notes records with the Clarke County Sheriff's Office confirmed the girl's account.
A Frederick County Circuit Court grand jury indicted See on Sept. 8 on four counts of carnal knowledge and one count of taking indecent liberties with a child, all involving the same alleged victim in the city charges. The indictments allege See committed the offenses sometime between April 29 and July 3.
The court on Sept. 14 granted See's release on a $25,000 unsecured bond, which he has since posted, according to records at the Northwestern Regional Adult Detention Center. See is scheduled to appear in the Frederick County court on Oct. 13
The commonwealth's attorney in Clarke County plans to seek an indictment against See for a single count of carnal knowledge, according to online court records. The grand jury meets in Clarke County on Oct. 24.
