Abortion ultrasound measure advances

Imaging of fetus would be required under Vogel bill

Virginia would require women who seek an abortion to first obtain an ultrasound image of the fetus if a bill passed by the Senate on Wednesday becomes law.

The Senate voted 21-18 in favor of the proposed legislation, according to the General Assembly website. Votes fell largely along party lines, with two Democrats in favor of the bill and one Republican against the legislation. Sen. Mark D. Obenshain, R-Harrisonburg, voted in favor of the bill. Sen. Louise L. Lucas, D-Portsmouth, did not vote.

The legislation moves to the House of Delegates, where Republicans hold two-thirds of the seats.

The bill's patron, Sen. Jill H. Vogel, R-Upperville, argued the legislation sought to keep women informed about their health and "brings our current laws in line with current reproductive technology."

"It is critical that a woman have the opportunity to have the ultrasound because the ultrasound can lead to information that would save your life or, at a minimum, have an impact on the outcome of the procedure," Vogel said by phone from Richmond Wednesday afternoon. "So, if you have an ectopic pregnancy or you have multiples or you have some issue, you should have the option to know that."

While the bill mandates the creation of the ultrasound, it does not require that the patient see the image, according to Vogel. The legislation would prohibit doctors from performing abortions without first conducting an ultrasound.

"Now, I would assume that virtually every provider engaging in the practice of performing abortions is going to do an ultrasound," Vogel said. "Who in their right mind is going to go in and go, 'Well I'm looking at you and I'm sizing you up and I'm going to guess you're 12 weeks?'"

A doctor lost his license when he began performing an abortion on a woman at 26 weeks pregnant who he had thought to be only at 12 weeks, Vogel said.

As proposed, the bill requires that, to determine gestation age as a component of informed consent to an abortion, every pregnant female undergo ultrasound imaging and be given the opportunity to view the image of the fetus before the procedure. The medical professional performing the ultrasound must obtain written certification from the woman that the opportunity was offered and whether the patient availed herself of the chance to see the ultrasound image or hear the fetal heartbeat.

The bill also requires the facility where the abortion is performed to maintain a copy of the ultrasound and written certification in the patient's medical records.

"The purpose of the bill was not to infringe on abortion rights," Vogel said. "It was not to infringe on the sacred doctor-patient relationship. It wasn't to invade anybody's privacy. It wasn't to force anybody to do anything."

The whole case for extending protection to the unborn and to expressing a bias in favor of life has been wrecked by those who use unborn children, as well as born ones, as mere objects to be manipulated by their religious doctrine. Every step towards the clarification of this argument has been opposed chapter and verse by the clergy. Even the attempt to educate people to family planning has been rejected, espousing the religious belief every sperm, every egg, when united no matter how briefly, is destined to be born, a statement championing a wildly useless proposition. The more fanatical practitioners of religious faith want any attempt to thwart this concept to be treated as murder, every birth control pill a murder weapon, every condom the cause of mass murders.

Let the sky become dark with circling attorneys eager to overturn this legislative abomination as unconstitutional.

Vogel says the bill wasn't supposed to do this, it wasn't supposed to do that, What is it supposed to do? I wonder does she know.

Of course she isn't a democrat! Democrats believe that women can think and make decisions for themselves without the government in our doctor's offices.

You should at least have to look someone in the eye before you kill them.

This bill is sponsored by Vogel, who is a Republican and this bill is supported by Republicans but this is confusing me------- isn't the Republican party the party that says they want LESS government intrusion in our lives? Isn't this the party that is all for SMALLER government? Isn't this the party that says they don't want government telling us what to do? Isn't this the party that says they hate "Obamacare" because "Obamacare" is getting in between a person and the person's doctor and "trying to run our health care"!!? Oh----I get it now------ government intrusion is "good" only in the things that "Big Brother" (the Republican Party) says govenment should dictate in our everyday lives. What hypocrisy this Republican party displays almost daily. It would be funny if it were not so sad that there are people out there who are constantly fooled by them.

Religion is intended to confuse, making the rules as the need arises, always under the guise of infallibility, which is ultimately proved fallible. Remember when the sun revolved around the flat earth?

Sex is a favorite target for rules originating from the religious community, always suppressing women, but rewarding men with payment in virgins. Evangelical fundamentalist and Catholic dogma says human life is everlasting, you can't kill human life and make it go away. However, in the issue now under discussion, this belief is suspended. If an egg and sperm is 'killed', doesn't the spiritual soul continue existing forever? Isn't that what religion says happens, that life is everlasting?

New rule? Reincarnation will cure everything, except murder by abortion?

So, you have no trouble killing your baby and protecting your freedom...then you should have no trouble looking at that baby before hand.

The point is opinion, that it is a medically unnecessary test being given to women by the dictates of the government and not her doctor. Since a woman can sign a waiver and not look at the ultrasound only means this is just done as an added financial punishment to women who seek an abortion.

In the end everyone pays because unneeded test do only one thing. Raise everyone's health care cost.
