Shenandoah County Sheriff's deputies responded to a report of a person trespassing in the 14000 block of Back Road and made contact with Joseph William Carroll III, 35, of 4650 John Marshall Highway, Strasburg, according to Lt. Wes Dellinger.
Deputies charged Carroll with trespassing and driving on a suspended license, as well as burglary and three counts of grand larceny as a principal in the second degree.
Deputies also discovered a number of items in the back of the pickup Carroll had driven onto the property, according to Dellinger. The items had been reported stolen, Dellinger said.
Deputies accuse Carroll with involvement in the theft of a decorative water-well covering reported stolen March 2 from a home in the 200 block of Lee Rae Court in Strasburg. The item is valued at $450.
Carroll also was involved in the theft of two Troybilt lawnmowers from a shed in the 1500 block of Mount Hebron Road, Strasburg, sometime between March 7 and 28, according to the sheriff's office. Each lawnmower is valued at $300.
Carroll is scheduled to appear May 15 in Shenandoah County General District Court for a preliminary hearing on the larceny and burglary charges.

Why is he even on the streets to begin with? A quick search of online court records shows he will steal anything that isn't nailed down. Hopefully CA Wiseley will finally have justice served on this degenerate.
