Man accused of burglary indicted on 10 counts in Circuit Court

A man accused in a wave of break-ins and thefts from late November to mid-February was indicted Monday in Warren County Circuit Court on 10 counts of burglary.

The charges against Timothy Michael Jenkins Jr., 31, of 8 E. Jackson St., came after he was arrested in mid-February while walking around Acton Street near the site of one of the burglaries.

Jenkins was charged with three counts of burglary and one count of grand larceny at the time of his arrest, but Front Royal police said he confessed to more than 20 burglaries over a three-month span. They accused him of stealing thousands of dollars in loose change, cash and jewelry in the burglaries, which were concentrated in the town's southern and central neighborhoods.

Police said they used maps and spreadsheets and concentrated their resources in the affected neighborhoods over the three-month investigation.

Jenkins was held without bond after his indictment. His next scheduled court appearance is June 12 for an arraignment.

In other indictments:

. Ricky Wayne Berkeley, 26, of 541 S. Royal Ave. was charged with failing to register as a sex offender.

The criminal complaint describes Berkeley, who was held without bond, as a "violent sex offender" who was released from the Warren County Jail on March 19, but failed to register with police after giving a home address of 422 Viscose Ave. upon his release from jail.

The criminal complaint by state trooper Jerry P. Bosserman states he found Berkeley at the Pioneer Motel, 541 S. Royal Ave., on March 28.

. Mary Barr Windle, 51, of 312 W. 12th St., was charged with child endangerment and DUI with a blood alcohol concentration greater than .20 while driving with a passenger younger than 17.

The criminal complaint states Windle told police she had picked up her 7-year-old grandson at a bus stop before a law enforcement officer stopped by her home on Jan. 10 while investigating a report of a vehicle hitting a nearby telephone pole. The officer had observed a vehicle with a damaged front end parked in front of the residence, according to the complaint.

Windle was taken to the Front Royal police station where a breath test showed her blood alcohol level at more than .300, the complaint states.

Windle was released from jail on $2,500 secured bond.
