Police say sex offender had alcohol, teen girls in his vehicle

Front Royal police say they arrested a man on the state's sex offender registry Sunday and charged him with three counts of contributing to the delinquency of a minor and three counts of buying alcohol for underage drinkers after finding him with three teenage girls in his vehicle.

A press release issued by police also states that two officers found "a quantity of alcohol" in the vehicle of Michael A. Milano, 22, of Clear Brook. The girls inside the vehicle were between 13- and 15-years old, according to police.

A fourth female in Milano's vehicle, Amber Williams, 18, of Poe Drive, Front Royal was also charged with three counts of contributing to the delinquency of a minor, police said.

The girls and alcohol in Milano's vehicle were discovered after police stopped him at about 11:30 p.m. in the 100 block of North Royal Avenue for a routine traffic matter, according to the press release.

The Virginia State Police Sex Offender registry and state court records show Milano was convicted twice in 2011 in Frederick County Circuit Court for carnal knowledge with a child. He was sentenced to five years in prison to be served concurrently on each offense, according to court records. The records also show that both sentences were suspended for four of the five years.

Police said Milano is being held in the Warren County Jail without bond. He is scheduled to appear in Warren County Juvenile and Domestic Relations Court at 9 a.m. on July 12. Williams was released from custody and is also scheduled to appear in the same court on July 12.

Police are continuing the investigation and ask that anyone with additional information contact officers B. Pennington or J. Lowery at 635-2111.


He is a sex offender. He should of already been in jail for what he had done before. The system is crazy and lets people get away with this stuff. The system needs to be harder on the people that are in the wrong. I just don't get it.

Where were the girls parents? My child was never out with someone that age. I just don't understand some parents in todays world. But they are going to also be the ones to say please feel sorry for me. I would beat my daughters butt if I knew she was out with someone 22 years of age.

As a mother of a 18 and 17 year girls I thank god that I have good girls and that they don't want to be like that.

Exactly! He shouldn't be on the street if he's already a sex offender.

And where are these girls parents? 13 yrs old out at 11pm? Both of them are just begging for something terrible to happen and then we're suppose to feel sorry for them...


Castration will stop sex offenders.......

You can shout "where are the parents?!" but for all we know, this may have been a distant cousin, uncle, or other family member, or OH MY, the girls may have lied about where they were going. Maybe the parents were at work and TRUSTED their kids like many of us unknowing parents do. Be aware that most sexual assaults are by someone we know and TRUST.

You might always know where your kids are, but do you know what they're doing? Sure you do.

Had the state locked this creep up the entire length of his sentence, this wouldn't have happened, at least not as soon as it did. Unfortunately, he'll probably get a maximum of 12 months for all of his new charges, and maybe another 6 months for the new probation violation he'll be facing now, and he'll be back out to prowl on our young.
