Winchester man indicted in child pornography case

A Winchester man was indicted Thursday in U.S. District Court on five counts accusing him of using a boy to produce a pornographic video and photos and of possessing and transporting child pornography.

The case against James Robert Cobler, 27, with a last known address of 500 S. Washington St., Winchester, stems from an investigation that began in mid-April. It eventually traced online child pornography files back to an Internet subscriber address identified in an affidavit as belonging to Cobler's grandparents, Robert D. and Donna H. Lancaster. The affidavit was signed by James C. Galbreath, who is identified in the affidavit as an investigator with Frederick County Sheriff's Office assigned to the Northern Virginia-District of Columbia Internet Crimes Against Children Task Force.

The affidavit states that members of the task force entered the Lancaster home at 500 S. Washington St. on May 3 and found the Lancasters and Cobler inside. Galbreath and Investigator Michael R. Wagoner interviewed Cobler, according to the affidavit. Wagoner is a member of the task force and Page County Sheriff's Office.

The affidavit states "Cobler admitted to possessing numerous images of child pornography," and they were in his "shared" file folder that could be "downloaded by others using the peer-to-peer network" on his computer.

According to the affidavit, Cobler also admitted to Galbreath and Wagoner that he "had sexual contact, on four separate occasions, with a 4-year-old boy whom he had babysat within the past month. The child's mother indicated that Cobler had been babysitting this child since approximately Sept. 15, 2011 at the child's residence."

The affidavit states that Cobler told the investigators that he had taken a video and about 10 photographs of himself performing sex acts on the child with his digital camera, "created a folder on his computer using the child's first name, and placed the video and images of the child in it."

Wagoner found a folder on Cobler's computer on May 8 that contained pictures and the video he took of the child, according to the affidavit.

Galbreath had met the child on May 3 and "recognized the child as being the one depicted in the photographs and the video," the affidavit states.

The affidavit also states that Galbreath and Wagoner interviewed the child's parents who identified the child, confirmed that Cobler had been a babysitter for several months in their home and "were able to identify the child's room as the location in which the images were made."

    Seems as if every week we read about issues such as this.. There's no excuse to having Pedophilia, whether the individual claims, "prior sexual abuse by a friend or relative, or misfiring neurons across the Synapses, or any other reasoning.. These predators are just that: sick-minded evil individuals whose only desire is to fulfill their own carnal lust.. How unfortunate for the victims.. I guess the only solution to this atrocity is the Rule of Law, and hopefully we can weed these people out.. Reggie Arno Danville VA

      After conviction, I'd have no problems cutting their nuts off myself(if someone else would hold them of course). And that would just be the start. We need to do better at protecting the small and give them their best chance at an enjoyable, fulfilled life.

    This will another plea deal for the lazy Commonwealth's Attorney and nitwit judge, then he'll be back on the street doing it again. You betcha!

      @ohconsertiveme - I agree with you totally. You can probably look at every article on this site with these types of cases and probably 100% of them have some plea deal that suspends 90%-100% of the time. Mostly supervised probation. These people are sick. Very very sick.

    From what I have read in other papers, there were at least 2 other kids that he had pictures of on his computers. I really hope that he gets 20 to life in prison, but if that is his sentence, he may not last that long once the other inmates find out why he is in there.

    What is the deal with the placement of an Obama ad that reads "Will this VIDEO cost Obama the election"? right next to a story about a man making a pornographic video of a child??? This can't be an innocent mistake. The Winchester Star should be ashamed of itself. This is the type of "coincidence" that we have come to expect from so-called news organizations like Fox News. This confirms my opinion that the Star is a totally biased, sorry excuse for a real newspaper.
