New Market Town Council selects Harkness for seat

The New Market Town Council picked Peg Harkness to fill a vacancy through the end of the year.
Council voted on the appointment at a special meeting Monday after discussing the matter in closed session.
Members chose between Harkness and former town Mayor Larry Smith, who lost re-election to Councilman Douglas Bradley in May.
"Well, I'm very happy about the appointment and I'm hopeful that it will give me momentum moving to the November election," Harkness said Tuesday. "I had decided whether I was appointed or not I would run in November, so the fact that I was appointed I see that as a good sign and I hope that I will be working on some projects that I will enjoy that will be fruitful for the town."
Harkness, 63, lives with her husband, Richard, on Tee Court near Shenvalee Golf Resort.
Harkness has not previously served on any council-appointed committees or boards. She does work as a volunteer director of the New Market Library and serves on the board of trustees for Shenandoah County Library System. The work she does with the library gives her some insight into the town, Harkness said.
Harkness said she looks forward to working on whatever council committees to which she is appointed.
Following the regular election in May, council needed to fill the vacancy created when Bradley gave up his seat to become mayor.
After voting on the appointment, Bradley welcomed Harkness to council and thanked her for her service to the town. Bradley also advised Harkness her work would soon begin.
"There is no honeymoon after being appointed to council," Bradley said, reading from a written statement.
Bradley thanked Smith for offering to continue to serve the town by applying for the council appointment. The mayor noted council had a difficult choice to make between two qualified candidates.
