Social worker from Winchester placed on probation

A social worker from Winchester has been placed on probation by state licensers for having sex with a former client.

Catherine A. Shrout, a licensed clinical social worker, will be on probation for a minimum of one year, according to a consent order dated June 28 from the Virginia Board of Social Work.

The board's website gives a Winchester address for Shrout.

The consent order states a man referred to as "Client A" was at the Veterans Administration Hospital in Martinsburg, W.Va., in the spring of 2011 when he was in group therapy provided by Shrout.

It states after his hospital discharge in June 2011, the client called Shrout several times to tell her of his job success, and she invited him to her home. Their relationship became sexual last October, according to the order, and the social worker also loaned money to him.

"In February 2012, Client A demanded a $5,000 loan from Ms. Shrout, threatening to report their sexual relationship to her employers if she did not consent," the order states.

It states Shrout reported the situation to her supervisor at the hospital and ended the relationship with the client.

"Ms. Shrout self-reported her boundary violations to the Department of Health Professions and began individual therapy to gain insight into her behavior," the order states.

She has also been moved from her clinical, supervisory role at the hospital to an administrative one while the case was pending before the board, according to the order.

Shrout declined to comment Monday evening.

The board placed Shrout on indefinite probation, and she cannot ask for it to end for at least a year, the order states, and she must continue undergoing individual psychotherapy, be under the supervision of another licensed clinical social worker with the board's approval, allow her client records to be audited and complete six hours of continuing education regarding boundaries.


Seems like she was the one who was used. I admire her for coming clean and not letting "Client A" blackmail her. I hope he was charged. I wish her the best of luck.

They should give up the client A's name. If she is given probation, then the name should be made public.
