Woodstock man charged in meth dealing scheme

Federal authorities claim a Woodstock man plotted with three other people to deal methamphetamine and PCP in the area.

A grand jury handed down a 6-count indictment in U.S. District Court in Harrisonburg on Thursday charging Gerald Keith Lutz, Jose Dolores Payan, Sheila Ann Payan and Carlos Ruben Fuentes with conspiring to distribute 500 grams or more of methamphetamine from March 2011 to March 25 this year.

Jose Payan remains in U.S. custody pending his trial. Authorities arrested Jose Payan after an agent with the Northwest Regional Drug Task Force filed a complaint in the court accusing the defendant, formerly of Lupton Road, Woodstock, with selling methamphetamine starting in March 2011. The agent received information from three different sources and, with the cooperation of the third person, made controlled drug purchases for methamphetamine from Jose Payan in early 2012, according to the complaint.

The source also told the agent he met Jose Payan while incarcerated at the same correctional facility, according to the complaint.

The indictment also accuses Lutz, 54, of Woodstock, of possession with intent to distribute, five grams or more of methamphetamine and phencyclidine (PCP), on March 21.

In the complaint the agent states Lutz told authorities he bought methamphetamine from the Payans -- three to four ounces every two or three weeks for the past year. Lutz said in the months prior to the search the Payans moved to Page County and, since that time, made more methamphetamine purchases from the Payans, the complaint states.

Lutz, on the same date, possessed two firearms -- a Savage Arms Inc. .17 caliber rifle and an Izhmash Spartan .28 caliber shotgun -- both shipped in interstate and foreign commerce, after having been convicted of a felony, according to the indictment.

Jose Dolores Payan, 44, and Sheila Ann Payan, 48, both of Stanley, possessed with intent to distribute a mixture containing a detectable amount of methamphetamine on March 25, the indictment states.

Authorities found Jose Payan in Stanley on March 25 after he had twice been removed from the United States, according the indictment which identified the man as an alien. The indictment states he had been removed from the country April 15, 2003, in or near Laredo, Texas, and again Jan. 25, 2010, at the same location. Jose Payan returned to the United States without first obtaining the consent of the Attorney General, according to the indictment.

The U.S. Attorney's Office also filed a notice of forfeiture to take any firearms, including those identified in the indictment, involved in the alleged offenses.

The task force agent and others executed a search warrant at Lutz' home in Woodstock on March 21, according to the complaint. Agents recovered methamphetamine, marijuana, Ecstasy pills, PCP, two firearms and packaging material associated with the sale or distribution of narcotics, the complaint states.

Read the articles of local papers from 100 years ago, then 150 years ago. You will see there are bottom level humans committing the worst. This happens with any human race. To imply a certain descent is more likely to be better is laughable. Remember that the cousins of one of those origins mentioned rose up together and hailed Hitler. Your logic does not hold water. A intelligent mind and hunger for the truth finds correct answers more often but I don't know that you have either.
