Frederick County OKs funding for school projects

Several Frederick County school projects totaling $10.6 million have been approved.

The Frederick County Board of Supervisors approved a resolution at its Sept. 12 meeting that amends the fiscal year 2013 budget to provide funding for the projects.

A supplemental appropriation of $6.1 million to the School Construction Fund will go toward the addition of classrooms to four elementary schools: Bass-Hoover, Evendale, Redbud and Stonewall. The extra classroom space will allow the division to move to full-day kindergarten, but not without the adjustment of attendance zones.

Superintendent David Sovine, during a press conference covering his first year in the position, mentioned that the cost of adding onto the schools is less than building a new elementary school.

A $2.5 million supplemental appropriation to the School Construction Fund was also approved for design and document preparation for the replacement of Frederick County Middle School. Another $2 million was approved to go toward the same efforts for a fourth high school. The division does not yet have land selected for either project.

All projects are included in the division's capital improvement plan.

Additionally, the board approved the school division's participation in the Virginia Public School Authority bond sale this fall, in which a total of $4.8 million will be borrowed.

The amount will start to fund the various projects, and $1.4 million of it will be used for wall repair at James Wood HIgh School, according to Steve Edwards, the division's coordinator of policy and public information.

Frederick County Public Schools plans to to borrow additional funds in the Spring and Fall of 2013.

"We do not need to borrow the full amount appropriated for each of these projects this fall," Edwards said. "We only borrow money as we need the funds to pay for the ongoing work associated with those projects."
