Weekly meetings Sept. 3

The following public meetings are scheduled this week:

Warren County
The Board of Supervisors meets at 8:30 a.m. Tuesday. The board plans to first hold a work session to discuss speed limits on Browntown Road and Rocky Lane. Supervisors then will hold their regular meeting at 9 a.m. The agenda includes reports from Virginia Department of Transportation representatives, Warren County Public Schools Superintendent Pam McInnis, Front Royal Town Manager Steve Burke and Karen Poff on the Virginia Cooperative Extension Office's drinking water clinic.

Supervisors may discuss and take action on a proposed ordinance to define the term "intimidating dog," to describe the procedure for the court to determine a dog is intimidating and to detail the disposition of a dog found intimidating by the court.

The board plans to take action on a petition to set a special election to fill the vacancy of the Office of the Commissioner of the Revenue.

Supervisors also may award a contract to conduct the 2015 real estate property reassessment.

The board will enter into a closed session to discuss the Shenandoah Farms Sanitary District manager position and appointments to the Microenterprise Management Team and the Board of Zoning Appeals. Supervisors also plan to discuss legal matters such as McClosky v. King, et al, and potential or probable litigation.

Following the regular meeting supervisors will hold a work session to discuss items for the next town-county liaison committee meeting, proposed Building Inspections Implementation Plan and employee bonuses for fiscal 2013.

Front Royal
Front Royal Town Council meets at 7 p.m. Tuesday for a work session in the Town Hall Conference Room. Members plan to discuss the AMP Solar Project Phase I overview. Council also plans to discuss town-county liaison committee items for the Sept. 30 meeting agenda and amendments to the charter. Council then plans to go into a closed session to discuss probable litigation, real estate acquisition and resignations from the Urban Forestry Advisory Commission.

Shenandoah County
The Board of Supervisors meet at 4 p.m. Thursday to hold a work session. The board plans to discuss the Edinburg School and Historic Courthouse projects and upgrades to the meeting room audio equipment.

The Planning Commission meets at 7 p.m. Thursday. The commission will hold public hearings on:

• A request to amend an existing special-use permit for Mountain View Rendering Company LLC to allow its facility at 173 Rocco Road to receive materials from George's Chicken plant in Harrisonburg.


• A revision to the county's 2025 Comprehensive Plan related to existing community facilities.

The board also plans to review and take action on site plans for the New Market Eagles Nest and Shenandoah Valley Electric Cooperative.

Strasburg
Strasburg Town Council meets at 7 p.m. Tuesday. Council will hold a public hearing and then a discussion with possible action on the proposed Strasburg Community Plan. Members also plan to discuss the proposed location for a dog park and a change in the town code related to utility bill collections.

New Market
Town Council holds its committee meetings beginning at 6:30 p.m. Tuesday.

The Public Works Committee plans to discuss and consider an ordinance pertaining to billing polices for water and sewer services, and an upgrade to the waterline associated with the New Market Eagles expansion.

The Public Safety Committee plans to discuss an addition to the town code to define a penalty for soliciting without appropriate registration. The proposed change would provide the court system with direction on maximum penalties for a person found guilty of the chapter.

The Tourism, Economic Development and Historic Preservation Committee plans to discuss town website upgrades and a request by the New Market Area Chamber of Commerce for the 2012 annual Heritage Days Fall Festival scheduled for Oct. 27 and 28.

Woodstock
The Woodstock Town Council meets at 7:25 p.m. Tuesday to hold a public hearing on a proposed amendment to its fiscal 2013 budget to buy three police and one public works vehicle. Council then will hold its regular meeting at 7:30 p.m. during which members will consider bids for two sedans and one SUV for the Woodstock Police Department, and a pickup truck equipped with a snow blade for the Public Works Department.

Council also plans to take action on recommendations to:

• Amend the general fund balance of the budget


• Change the policies and procedures on the contract and collection of water and sewer services for landlords and tenants as required by the state


• Write off of 2006 receivables for personal property tax and water and sewer bills


• Revise the town pool and park policy handbook including the pool manager and assistant pool manager job descriptions and the schedule of fees


• Revise the town personnel policies and procedures handbook to include electronic communications

Middletown
Middletown Town Council meets for a work session at 7 p.m. Tuesday.

Stephens City
Stephens City Town Council meets at 7:30 p.m. Tuesday.

Frederick County
The Frederick County School Board meets for a work session at 6 p.m. Tuesday, followed by a regular meeting at 7 p.m.

The Local Emergency Planning Committee meets at 3 p.m. Wednesday.

The Frederick County Planning Commission meets at 7 p.m. Wednesday.

The Frederick County Human Resources Committee meets at 8 a.m. Friday.

The Winchester-Frederick County Economic Development Commission at 8 a.m. Friday at the Winchester Regional Airport.

Winchester
The Winchester Board of Architectural Review meets at 4 p.m. Thursday.

The Old Town Development Board meets at 5:30 p.m. Thursday.

The South End Citizens Association meets at 7 p.m. Thursday in the Montague Avenue Methodist Church.
