Localities to observe Halloween as planned

Most localities plan to observe Halloween on Wednesday as scheduled, despite the effects of superstorm Sandy.

Front Royal's trick-or-treating will get under way at 6:30 p.m. and will end at 9 p.m., Town Manager Steven Burke stated in a news release on Tuesday. Trick-or-treaters are requested to be off the streets by 9 p.m. Burke noted that it is illegal for children 16 years of age and older to wear masks in public. The Front Royal Police Department will have additional officers on duty, the release states.

The Winchester Police Department, on its Facebook page Tuesday, said the Halloween observation would go on as scheduled.

Parents are encouraged to accompany their children; group activities are recommended and participants should carry flashlights, wear reflective clothing and only approach homes with porch lights lit. Motorists are urged to use caution while driving through neighborhoods when children are in the streets.
