Warren County authorities: Man fled from work release program

The Warren County Sheriff's Office is looking for an inmate who escaped from the agency's work release program Saturday afternoon.

The inmate, Roy Dwayne Fincham, failed to appear at the jail after leaving the jail's work release building at 2:06 p.m. on his way to the jail kitchen to wash dishes, according to a press release issued by the Sheriff's Office.

Authorities said they failed to find Fincham during a subsequent search. Fincham, 28, who was awaiting trial for larceny and a probation violation, is described as 5 feet 8 inches tall with blue eyes and black hair last seen wearing an orange prison jump suit.

Work Release inmates are ALLOWED or COURT ORDERED to leave each day to go to work elsewhere to their employer, and do not wear jumpsuits, but civilian clothing. This sounds like a trustee with a jail job in the kitchen that escaped. BIG DIFFERENCE.

Frequently the jails like to confuse the two terms, so they do not look bad when a TRUE inmate escapes. It also sheds a bad light on those allowed to leave the jail daily to work.

I wonder HOW LONG it took for them to realize that he had escaped? How long does it take to walk to the kitchen? And the story says 'after a subsequent search'. What? They couldn't find him the first time so they had to do a subsequent search? That doesn't make much sense does it?

If the search is on for a missing inmate, and it makes the paper, shouldn't there be a picture as well so the public could be aware of what this person looks like???

So let me get this straight. A man who is in jail for a larceny charge and has violated his probation (obviously from another criminal charge) is allowed to be not only a trustee, but on work release as well? Wow! So who's responsible? The decision had to be made that this guy was ok to just roam freely. Who takes responsibility? This isn't the first issue involving inmates disappearing from that jail!

I know for a fact, that there are trustees being housed at the work release center because of over crowding in the jail. Wouldn't it be a better idea to transfer inmates to another county instead of housing them into the work release center? It's obvious that some aren't as trustworthy as their title would lead you to believe. Times really have changed because his photo was all over Facebook shortly after his escape, yet the newspaper prints nothing.

To transfer an inmate would require WCSO to pay the other facility money to house them. I imagine this exact problem is part of why the regional jail is being built.

What I don't understand is how someone AWAITING TRIAL was in work release and allowed out of the building. This person wasn't sentenced, he would have been held in jail on a bond that he couldn't satisfy. If his pending charges were severe enough that he required a bond to ensure his appearance, why let him walk around freely? Makes no sense to me.

I dont understand how come this happened saturday afternoon and it is just now in the papers with no photo of him or the woman that helped him escape, no description of the vehicle or where they assume he is heading..we have been following this on Shenandoah Fire and Rescue and they have released more information than our own newspapers from our own town are releasing

PRIDE is a terrible thing!!!
