Public meetings Jan. 7-11

The following public meetings are scheduled this week:

Shenandoah County
The Board of Supervisors meets at 9 a.m. Tuesday in the government center in Woodstock. The board plans to hold a public hearing on an application to the Virginia Department of Transportation for funding under the Moving Ahead for Progress in the 21st Century and the Transportation Alternatives Program. The county is seeking $1 million on behalf of the Shenandoah Valley Battlefields Foundation for use in battlefield identification, interpretation, rehabilitation, and to build trails along historic transportation corridors and facilities. The foundation will provide the required local match of $200,000.

The board also plans to present employee service awards and hear reports from staff.

Shenandoah County schools Superintendent B. Keith Rowland will give the board an update on state education funding.

The board plans to discuss the new design for the county's geographic information system website.

The Northern Shenandoah Valley Regional Commission will give an update on the Toms Brook School renovation project.

The board may take action on committee assignments and a locality agreement between the county and the Virginia Department of Health.

Supervisors also plan to discuss a compensation request by Charles Faust for a poultry kill.

The Shenandoah County Industrial Development Authority meets at 1:15 p.m. Wednesday. The board plans to hear the authority's annual financial report from the treasurer and an update on general economic development activity. The IDA also plans to hear:

• A progress report on the North Shenandoah Industrial Park access road and signs at the park
• An update on the expiring moratorium on the Strasburg annexation of the industrial park area
• An update on the status of a revolving loan for Woodstock Rehab & Fitness
• A progress report from the steering committee on economic development strategic planning

Edinburg
Town Council meets at 7:30 p.m. Tuesday in town hall.

Mount Jackson
The Planning Commission meets at 7 p.m. Monday in town hall.

Town Council meets at 7:30 p.m. Tuesday in town hall. The mayor will hold his open-door meeting from noon-1 p.m. Tuesday.

New Market
Town Council holds committee meetings beginning at 6:30 p.m. Monday in the municipal building.

The finance committee plans to discuss and consider recommending to the Shenandoah County Circuit Court the reappointment of Bob Moyers to the Board of Zoning Appeals. The panel also plans to consider property maintenance codes and hear an introductory budget report.

The public safety committee will hear a report from Jill Keihn, with the Northern Shenandoah Valley Regional Planning Commission, concerning the hazard mitigation plans for the area.

The tourism, economic development and historic preservation committee plans to discuss and consider a town newsletter and redevelopment of the New Market website.

The New Market Planning Commission meets at 7:30 p.m. Monday to elect officers and hear a report from the zoning administrator.

Strasburg
Town Council holds a special meeting at 7:30 p.m. Monday in lieu of the regular session originally scheduled for Tuesday. Council plans to recognize Barbara Warner for the Pride of Strasburg award. Members also plan to discuss and possibly take action on:

• A proposed amendment to the current fiscal budget to re-allocate overtime funds to part-time funds with the Public Works Department
• A proposed ordinance and resolution authorizing a modification to a $1 million general obligation note for design fees associated with the Wastewater Treatment Plant upgrade, and adopting tax-compliance procedures post-issuance of the note

Warren County
The Planning Commission meets at 7 p.m. Wednesday in the boardroom of the county government center.

Front Royal
Town Council holds a work session at 7 p.m. Monday in council chambers. Council plans to discuss:

• Water conservation efforts at Randolph-Macon Academy


• An update on several code enforcement cases


• A Masonic Temple sign donation


• Renewal of Front Royal's Fussell Florist lease for parking spaces


• Funding for the water system model and preliminary engineering for the Northern Loop study


• The narrow-band radio project


• An amendment to a water tank site lease agreement with the Shenandoah Personal Communications Company


• A master police officer and senior dispatcher program


• A waiver for the remaining curb and gutter assessment at 8 E. 17th St., as well as reimbursement to Brian Crawford for his 2012 payment


• Reenactment of the split cost for curb and gutter installations


• Council also plans to meet in closed session to discuss a prospective business or industry or expansion thereof, and to address personnel matters.

Frederick County
The Parks and Recreation Commission meets at 7 p.m. Tuesday in the Greenwood Mill Community Center, 281 Channing Drive.

The Board of Supervisors and the School Board plan to meet in closed session at 6:15 p.m. Wednesday in the county administration building, 107 N. Kent St., Winchester, to discuss real property acquisition for projects in the approved capital improvements plan. Supervisors then plan to convene in open session for their regular meeting at 7:15 p.m.

At the meeting, supervisors will hold public hearings on: an ordinance to amend the county code pertaining to taxation and the filing of certain taxes, to eliminate interest on machinery and tools tax, to change enforcement provisions for the transient occupancy and meals levies and clarify provisions to the business license tax.

Supervisors also will hold a public hearing on an ordinance to amend the code on zoning requirements in the rural areas district that would include a setback exemption for accessory structures.

Stephens City
Town Council meets at 7:30 p.m. Wednesday in town hall.
