Split board OKs kennel rules

FRONT ROYAL - The Warren County Board of Supervisors backed new regulations for dog kennels despite protest from several operators.
The board voted 3-2 to approve a proposed amendment to the county code that defines noncommercial and commercial kennels. The amendment also adds supplemental regulations for such uses.
Supervisors Tony F. Carter, Richard H. Traczyk and Daniel J. Murray Jr. voted in favor of the motion to approve the amendments. The motion also called for the county to revisit the matter in six months and, as Murray requested, officials will meet in the meantime with kennel owners and other experts to discuss the needs of both sides.
Chairman Archie A. Fox and Vice Chairwoman Linda P. Glavis voted against the motion. Prior to the action Glavis had made a motion to deny the proposed amendment. When she did not receive a second to her motion, Fox removed himself as chairman and seconded her motion. Glavis became the chair. After her motion failed, Fox resumed his role as chairman.
Glavis expressed concerns she had with the language and noted that the version approved unanimously by the Planning Commission in December went through several changes before the board saw the proposed amendment.
Fox said he felt the state regulations sufficed and the county did not need to make more rules.
The new regulations do not affect kennels currently operating under approved conditional-use permits. These operations are grandfathered in under the old regulations.
Zoning Administrator Erick Moore explained the rules as proposed sought to clarify and quantify regulations for kennels. The Planning Department sought to limit the number of dogs allowed in kennels in agriculturally zoned areas.
Several kennel owners spoke out against the proposed regulations and definitions at Tuesday night's hearing, which had been continued from a hearing in December.
