Warlock leader accused of 'stomping' victim in parking lot

A leader of the Warlocks motorcycle gang is facing a charge of malicious wounding in Shenandoah County after Strasburg police accused him of "stomping" a man in the parking lot of the Italian Job Bar and Grill at 149 Massanutten St.
Strasburg authorities said Irvin Victor Cowgill Jr., 49, of 68 Mountain Road, was arrested at about 11:30 p.m. on Dec. 14 in the parking lot. Strasburg Police Chief Tim Sutherly said Tuesday that the victim was a member of a team of utility workers who were staying in the area while restoring power lines damaged by Superstorm Sandy.
Sutherly said officers were sent to the bar's parking lot after taking a report of a fight in progress. They arrived to find the victim lying on the pavement bleeding from the head and face, he said.
Sutherly identified Cowgill as one of several members of the Warlocks who had been in the bar with some of the utility workers. Sutherly said witnesses reported that the victim "had been antagonized" into a fight.
Sutherly said in an interview that witnesses told police that the victim had gotten the best of Cowgill inside the bar, but that Cowgill and other Warlocks managed to isolate and attack him later in the parking lot.
A criminal complaint by Strasburg Sgt. D. Miller said witnesses told police that Cowgill had "stomped the unidentified victim in the head while he was defenseless on the ground. The unidentified victim had obvious injuries to the head consistent with witness statements."
Miller's complaint described the victim as "unresponsive" when police arrived at the scene.
Miller also reported in his complaint that Cowgill "spontaneously uttered, 'I may have stomped somebody,'" while he was being transported to the Shenandoah County jail.
Court records show Cowgill was later released from jail on a recognizance bond. His next court appearance is scheduled for Feb. 11.
Police said a second man, Jessie Albert, 28, of 262 Locust Drive, was also charged with public intoxication and possession of marijuana during the incident.
