Public meetings for March 25-29

The following public meetings are scheduled this week:

Shenandoah County
The Board of Supervisors holds a work session at 4 p.m. Tuesday to discuss the fiscal 2014 budget. The board plans to discuss funding to volunteer fire and rescue departments, tourism and the library.

The Board of Supervisors holds its regular meeting at 7 p.m. Tuesday. The board will hold a public hearing on a proposal to amend the county code pertaining to the building department fee schedule. Supervisors also plan to:

  • Discuss proposed revisions to the county code pertaining to the conservation easement program

  • Consider a memorandum of agreement with the Toms Brook Volunteer Fire Department for the renovation of sleeping quarters for career staff

  • Consider a deed of gift from the estate of Zula Wagner for land to be used by the county for parks and recreation

  • A funding request for the Toms Brook Volunteer Fire Department renovation project

  • Consider an appropriation request to the School Board

  • Discuss a service agreement for haymaking on county land in the Mount Jackson Industrial Park
  • New Market
    The Town Council Finance and Personnel Committee meets at 5:30 p.m. Wednesday. The panel plans to hear presentations from civic organizations regarding their fiscal 2014 requests for town funding. The committee then plans to hold a work session on the budget.

    Strasburg
    The Town Council Infrastructure Committee meets at 5 p.m. Monday. The panel plans to:

  • Hear an update on the proposed pedestrian trail for U.S. 11 from North Massanutten Street to the Food Lion shopping center

  • Hear a presentation and discuss potential locations for a new water storage tower and other system improvements

  • Discuss location options for the Gateway to Shenandoah Visitor Center. Council is considering locating the center at a rental home on U.S. 11 across from Radio Station Road.


  • The Finance Committee meets at 7 p.m. Monday. Members plan to:

  • Hear an update by Town Manager Judson Rex on the economic development manager position and the open application period

  • Discuss regulations regarding whether organizations operating, but not headquartered in Strasburg pay taxes equitable to those entities located in the town

  • Discuss dates for the annual reviews of the police chief, town treasurer, clerk and attorney positions

  • Discuss whether availability fees for utilities should remain unchanged or decrease for fiscal 2014

  • Consider a career development plan for town staff

  • Discuss potential fees charged for services currently provided free
  • Woodstock
    The Town Council Finance Committee meets at 5:30 p.m. Tuesday to discuss a draft of the proposed budget for fiscal 2014.

    Warren County
    The Development Review Committee meets at 10 a.m. Wednesday.

    The Transition Committee of the Rappahannock-Shenandoah-Warren Regional Jail Authority Board meets at 1 p.m. Thursday. The full board convenes at 2 p.m. Thursday.

    The Front Royal-Warren County Anti-Litter Council meets at 4 p.m. Thursday.

    Front Royal
    Town Council meets at 7 p.m. Monday. Council plans to vote on:

  • An ordinance on second reading to set the tax rates for real estate and personal property as well as the level of relief for personal property tax for fiscal 2014. The town advertised a real estate tax rate of 12 cents per $100 of assessed value and council voted on first reading to approve a levy at the current rate of 11 cents. Council cannot approve a rate of higher than the advertised amount. Council also voted to keep the personal property tax rate at the current levy of 64 cents per $100 and to reduce the personal property tax relief from 70 percent to 67 percent.

  • An ordinance on second reading to amend the town code pertaining a parking exemption

  • An ordinance on second reading to amend the town code pertaining to home occupations

  • A proposal to accept the rainwater discharge from the RSW Regional Jail into the town's sewer system

  • A contract for services for the "Town Visioning" effort

  • Frederick County
    The Transportation Committee meets at 8:30 a.m. Monday.

    The Board of Supervisors meets at 6 p.m. Wednesday to see presentations of the Millbrook High School Service Learning Projects. Supervisors convene for their regular meeting at 7 p.m. where they plan to hold a public hearing on the proposed fiscal 2014 budget. Following the hearing, the board plans to address a memorandum of understand for expense recovery between the county and participating, volunteer fire and rescue companies pertaining to fees charged for ambulance service.

    The Conservation Easement Authority meets at 8 a.m. Thursday.

    The Development Review and Regulations Committee meets at 7 p.m. Thursday.

    Middletown
    The Planning Commission meets at 7 p.m. Monday.

    Stephens City
    The Parks and Recreation Committee meets at 5 p.m. Monday.

    The Planning Commission meets at 7:30 p.m. Tuesday.

    The Finance Committee meets at 5 p.m. Wednesday.
