Public meetings March 4-8

The following public meetings are scheduled this week:

Shenandoah County

The Conservation Easement Authority meets at 4 p.m. Wednesday. The board plans to:

  • Discuss a proposal from the Valley Conservation Council for collaboration on outreach to agricultural and forestall district landowners

  • Receive a briefing on the Board of Supervisors' role in the easement program

  • Consider a proposal for easements on the Hawkins Farm

  • Hear an update on the Vance Farm easement

  • Plan for future authority funding

  • Look at options for preserving a knob near Mount Jackson
  • Mount Jackson

    The Economic Development Authority meets at noon Monday at Town Hall. The board plans to consider a resolution for the issuance of the 2013 bond and loan proceeds to Shenandoah University, not to exceed $6 million. The board will hear a presentation from Gerald Forsburg on a proposed farmers market.

    The Planning Commission meets at 7 p.m. Monday. The commission will hold public hearings on requests by Robert Tuthill to rezone 5254 Main St. and for a special-use permit to allow a billiard room at the property. The commission then plans to consider taking action on the two requests, the permit contingent on the endorsement of the rezoning. The panel also plans to receive a presentation on the commission's 2012 annual report

    New Market

    Town Council holds its committee meetings beginning at 6:30 p.m. Monday. The Public Works Committee will discuss and consider the Wagner Property land gift proposal and the Eagles water line project. The Tourism, Economic Development and Historic Preservation Committee will discuss and consider the town street map project.

    The Planning Commission meets at 7:30 p.m. Monday. The commission plans to discuss and consider a parking waiver requested by Starman Auto Detailing at 9538 S. Congress St.

    The Zoning Committee holds a special called meeting at 7:45 p.m. Monday. The panel plans to discuss home occupations and temporary-use regulations in the zoning ordinance.


    Town Council holds a work session at 7 p.m. Monday. Council plans to receive a presentation on the draft of the downtown plan by Tyler Kline of the Northern Shenandoah Valley Regional Commission. Director of Finance Dottie Mullins will present council with information on the annual utility and tax write-offs allowed by state code for 2007. Town Manager Judson Rex will give a presentation on preliminary scenarios for the fiscal 2014 budget.


    Town Council meets in closed session at 6 p.m. Monday to continue its discussion of the process to selecting a new town manager.

    Town Council meets at 7 p.m. Tuesday. Council holds a public hearing at 7:15 p.m. to receive comments on financing for the W.O. Riley Park Revitalization Plan.

    Warren County

    The Board of Supervisors meets at 9 a.m. Tuesday. Supervisors plan to hear a report on the Shenandoah Farms Sanitary District and an update on grants. The board also will continue to review the county code pertaining to wells and septic systems. As part of the consent agenda, supervisors may approve an increase in the sewage receiving facility fee, re-allocation of revenue-sharing funds from the Virginia Department of Transportation, the appointment of members to the Civil War Sesquicentennial Committee, and $4,185.33 for an erroneous assessment of the 5 Sparrows business license.

    Supervisors plan to meet in closed session to discuss personnel matters pertaining to the county attorney's office and appointments to the Front Royal Golf Club Advisory Committee, as well as legal matters concerning the possible acquisition of property for the U.S. 340-522 Corridor.

    The board then plans to hold a work session to receive an update from Jill Keihn, of the Northern Shenandoah Valley Regional Commission, on stormwater regulations and concerns regarding proposed improvements to Simpson Landing.

    Front Royal

    The Urban Forestry Advisory Commission meets at 5 p.m. Monday in the Town Hall Conference Room.

    Town Council meets for a work session at 7 p.m. Monday in the new Government Center. Council plans to discuss a part-time project manager position with the Department of Energy Services; a deputy zoning administrator in the Department of Planning and Zoning; a bond for a traffic signal at Main Street and Commerce Avenue; and the employee handbook. Council also plans to discuss easements for a bicycle trail, federal designation for an exemption to the Hatch Act pertaining to certain residents seeking public office, a proposal from Kratos Infrastructure and utility services to the RSW Regional Jail. Council will meet in closed session to consult with legal counsel on the jail issues.

    Frederick County

    The School Board holds a work session at 6 p.m. Tuesday followed by its regular meeting at 7 p.m.

    The Local Emergency Planning Committee meets at 3 p.m. Wednesday.


    Town Council holds a work session at 7 p.m. Monday.

    Stephens City
    Town Council meets at 7:30 p.m. Tuesday.
