Police: Hit-and-run driver left victim with broken leg and pelvis

A Front Royal man was indicted Monday in Warren County Circuit Court on malicious wounding and three other counts in a hit-and-run incident that sent a woman to the hospital with a broken leg and pelvis.

Brian Lee Howes, 20, of 798 Strasburg Road, also was charged with leaving an injured person at the scene of an accident, felony vandalism and reckless driving. He is being held without bond in the Warren County Jail.

A criminal complaint signed by officer Bradley Pennington of the Front Royal police said he arrived at an accident scene on Peyton Street on Feb. 18 and found a woman, Stephanie Lalley, lying "behind her car in the middle of the street."

"She was screaming and crying," the complaint states.

Lalley told Pennington that she had been in an argument with Howes, whom she identified as her baby's father, according to the complaint.

The argument intensified until he nearly hit her with his Chevrolet pickup, according to Pennington's account.

"As he blocked her way, she got out of the car and he drove into her, striking her and pinning her between the two vehicles," the complaint states.

A small crowd had gathered at the scene, and several witnesses gave statements supporting Lalley's account of the incident, Pennington wrote.

The criminal complaint describes a large dent to Lalley's Pontiac sedan and other "substantial" damage to both vehicles, including scattered windows and a crushed door.

Pennington said in an interview Wednesday that he spoke to Howe at the scene, but only after the defendant had left Peyton Street.

"By his own admission, he did leave the scene and then came back," Pennington said.

The criminal complaint states Lalley was treated for a broken bone in her upper leg and a broken pelvis.

Howes also was charged Monday with assault and battery against Lalley in a separate incident on Aug. 4.
