Public meetings for April 22-26


The following public meetings are scheduled this week:

Shenandoah County
The Board of Supervisors meets at 7 p.m. Tuesday in the county government center. The board plans to hold public hearings on:


  • Proposed ordinance amendments to the county conservation easement program.

  • An ordinance pertaining to the appropriation of operating funds for the fiscal 2014 budget.


The board plans to hear a presentation from the Department of Fire and Rescue.
Supervisors then plan to consider:

  • A resolution to establish the 2013 calendar tax rates on property.

  • Ordinances to adopt the Shenandoah County fiscal 2014 budget and to appropriate funding for the 2014 operating fund.

  • The adoption of revised user rates and fee increases, ad valorem tax rates and the fiscal 2014 budget for the Stoney Creek Sanitary District .

  • The adoption of revised user fee increases, 2014 ad valorem rates and the fiscal 2014 budget for the Toms Brook-Maurertown Sanitary District.

  • An ordinance to amend the animal shelter adoption rates.

  • A special-use permit requested by Jack Zerkel, Jeff Lutz and Donald Dawson to build and operate a public garage at Mt. Jackson and South Middle roads in Mt. Jackson.

  • A text amendment to the zoning ordinance that changes the definition of child day care center.

  • A special-use permit for Matthew and Vickie Wright to operate a public garage at 1378 Wiseman Road, Woodstock.

  • The appointment of an acting clerk of the Board of Supervisors.

  • The advertisement of a public hearing May 28 to amend county code pertaining to vehicles and traffic.

  • A resolution to adopt the 2012 Northern Shenandoah Valley Regional Hazard Mitigation Plan.

Strasburg
The Town Council Finance and Personnel Committee meets at 7 p.m. Monday. The committee will first convene in closed session to discuss the annual reviews of the town clerk, treasurer and police chief. Following the closed session the committee plans to continue a discussion on the payment of town taxes that operate, but are not headquartered in Strasburg. The panel also will discuss whether the town should charge for certain services it does not currently.

The Planning Commission meets at 7 p.m. Tuesday.

The Architectural Review Board meets at 5 p.m. Thursday.

Woodstock

The Personnel Committee meets at 5:30 p.m. Tuesday. The committee plans to discuss the hours of work associated with full- and part-time status and in connection with the Patient Protection and Affordable Care Act.

The Planning Commission meets at 7:30 p.m. Tuesday. The commission plans to discuss proposed amendments to the town code pertaining to fine art studios.

Warren County

The Development Review Committee meets at 10 a.m. Wednesday in the county government center.

The Transition Committee of the Rappahannock-Shenandoah-Warren Regional Jail Authority Board meets at 1 p.m. Thursday in the caucus room of the county government center. The full authority board then convenes at 2 p.m.

Front Royal
Town Council meets at 7 p.m. Monday. Council plans to hold public hearings on:


  • An application from Veterans of Foreign Wars Post 1860 to rezoning 10.66 acres of property at 1847 N. Royal Ave., from industrial to agricultural use.

  • An application from the VFW post to operate a flea market at the same property.


Council also plans to take action on:

  • An ordinance approving an agreement between the town, the Boisseau family and Royal Plaza Associates for an easement for a walking and biking trail.

  • A chapter pertaining to town code to set local elections for November of the even-numbered years.

  • A donation of the electric fee for a special-event permit for National Day of Prayer.

  • Council then plans to meet in closed session to discuss the acquisition of property.



Frederick County

The Transportation Committee meets at 8:30 a.m. Monday.

The Board of Supervisors meets at 7 p.m. Wednesday. The board plans to take action on a resolution to accept for consideration an unsolicited proposed under the Public-Private Education Facilities and Infrastructure Act and to invite competing proposals to build a new county government center. The county received a proposed from Frederick County Center LLC to provide financing, land, design and construction of a new government office building, as well as to buy the existing offices at 107 N. Kent St.

Supervisors will hold public hearings on:


  • An ordinance to amend the county code pertaining to taxation and special licenses for carnivals, circuses and trained animal shows. The amendments seek to reduce the license tax for people conducting for profit festivals, selling goods at such events and to exempt from the levy any non-profit organizations involved in non-profit events.

  • A proposed sale of an easement of 7,843 square feet in Clearbrook Park to Olde Woolen Mill LLC.

  • A conditional-use permit requested by Fred Sabia for a home office at 102 Caliber Court.

The Development Review and Regulations Committee meets at 7 p.m. Thursday.

Middletown
The Planning Commission meets at 7 p.m. Monday.

Stephens City
The Parks and Recreation Committee meets at 5 p.m. Monday.

The Finance Committee meets at 5 p.m. Wednesday.

The Public Safety Committee meets at 7 p.m. Thursday.
