Public meetings for April 8-12

The following public meetings are scheduled for April 8-12:

Shenandoah County
The Board of Supervisors meets at 9 a.m. Tuesday. The board plans to take action on a final service agreement for making hay on county-owned land in the Mt. Jackson Industrial Park. Shenandoah County Public Schools Superintendent B. Keith Rowland plans to present the division's budget request for fiscal 2014. The board may consider approval of a revised fee schedule for the building department and a resolution proclaiming May as Building Safety Month.

Edinburg
Town Council meets at 7:30 p.m. Tuesday. Council plans to take action on the first reading of an amendment to the town code pertaining to vehicles and traffic. Council will discuss amending the current budget. Members also will discuss and set the date of a public hearing for the proposed fiscal 2014 budget, and schedule a meeting of the finance committee to finalize the financial plan.

Mt. Jackson

The mayor holds an open-door meeting at noon Tuesday. Town Council then meets at 7:30 p.m. Tuesday. Following reports from committees, council plans to address vacancies on the Planning Commission and the Board of Zoning Appeals. The agenda also includes:

  • A request by Valley Building Supply, 124 Center St., for a special-use permit to operate a contractor's equipment and storage yard as well as for accessory office use. Council will receive information and possibly set a public hearing for May 6 on the request.

  • An appropriation of $19,600 from the equipment replacement fund to buy a used Bobcat mini excavator to replace the town's excavator as identified on the replacement schedule

  • A resolution to amend the current fiscal budget and a recommendation to set a public hearing on the matter for May 14

  • An introduction on the proposed fiscal 2014 budget and a request to set the matter for public hearing May 14

  • A resolution to adopt the Northern Shenandoah Valley Regional Commission's Hazard Mitigation Plan
  • Council plans to meet in closed session to discuss personnel matters.

    New Market
    The Town Council Finance and Personnel Committee meets at 5:30 p.m. Wednesday to continue a work session on the proposed fiscal 2014 budget.

    Strasburg
    Town Council meets at 7:30 p.m. Tuesday. Council plans to hold a public hearing on an application for an urgent need grant through the federal Community Development Block Grant program. Council may take action on a proposed resolution for the urgent need and business district revitalization planning grant applications through the program. Council also plans to meet in closed session to discuss disposition or acquisition of real property.

    Woodstock
    The Town Council Finance Committee meets at 5:30 p.m. Tuesday to discuss the proposed fiscal 2014 budget.

    Town Council plans to meet at 6:30 p.m. Tuesday in closed session as part of the ongoing the town manager selection process.

    Warren County
    The Warren County Parks and Recreation Commission meets on the second Monday of each month at 5:30 pm at the Warren County Community Center. The Community Center is located at 538 Villa Avenue, Front Royal.

    The Board of Supervisors meets at 7 p.m. Tuesday to hold a public hearing on the proposed fiscal 2014 budget and tax rates for 2013. The board will hear comments on the proposed county government budget, the school operating and cafeteria budgets and the financial plans for the sanitary districts of Skyland Estates, Shenandoah Shores, Shenandoah Farms, South River Estates, Blue Mountain, Riverside, Cedarville Heights and High Knob. Supervisors also will hear comments on the proposed tax rates for real estate, personal property and other levies.

    The Planning Commission meets at 7 p.m. Wednesday. The commission will hold a public hearing on a proposed amendment to the county code to add a definition for the "dam break inundation zone," regulations for the subdivision of land in such an area and for the development of three or more residential units in the zon

    The commission also will discuss and possibly set for public hearing an amendment to the zoning ordinance to allow the construction of a non-conforming deck within two years of destruction or removal but not thereafter. Planning Director Taryn Logan also plans to update the commission on meetings of the Front Royal Planning Commission regarding the annexation request by the Front Royal Limited Partnership.

    Front Royal
    Town Council meets at 7:30 p.m. Monday in the Warren County government center boardroom. Council plans to hold public hearings on:

    • A proposed change to the town code that, if approved, changes town elections to the Tuesday following the first Monday in November in even-numbered years. Under the change, terms will begin Jan. 1 following the election. Current members of Town Council and the mayor shall have their terms extended until Dec. 31 of the year in which their respective terms were set to expire. Candidates for council and mayor will not be nominated or identified by party affiliation on the ballot under the proposed change.
    • An ordinance to approve an agreement between the town and The Boisseau Family LC, The Boisseau Family LC II and Royal Plaza Associates. The ordinance and agreement would grant the town, from Boisseau Family LC and LC II, a deed of permanent easement for a walking and biking trail parallel to U.S. 522 South (Remount Road) on the east side of Royal Plaza Shopping Center.

    Council also plans to discuss and take action on:

  • A water and sewer service agreement with the Rappahannock-Shenandoah-Warren Regional Jail

  • A budget amendment and bids for Dominion power improvements

  • A proposal to set a public hearing for an ordinance to accept rainwater discharge from the regional jail into the town's sewer system
  • Frederick County
    The Comprehensive Plans and Programs Committee meets at 7 p.m. Monday.

    The Board of Supervisors meets at 7 p.m. Tuesday. The board plans to adopt the proposed fiscal 2014 budget. The financial plan calls for no changes in the tax rates on real estate and personal property. Supervisors plan to hold public hearings on:

    • A request for an outdoor festival permit from Belle Grove Plantation to host "Of Ale and History" Microbrew and Imported Beer Tasting Festival at 336 Belle Grove Road, Middletown, on May 11.
    • A request for an outdoor festival permit from Virginia Eagle Distributing to host "Welcome Clydesdales" at 3425 Valley Pike, Winchester, on May 2.

    The Parks and Recreation Commission meets at 7 p.m. Tuesday.

    Middletown
    Town Council meets at 7 p.m. Monday.

    Stephens City
    The Town Council Personnel Committee meets at 5 p.m. Tuesday.

    The Town Council Old School subcommittee meets at 5:30 p.m. Thursday.
