Defendant in fatal traffic crash is convicted sex offender

A man facing charges of involuntary manslaughter and drunk driving stemming from a fatal traffic crash in Shenandoah County has a history as a violent sex offender, according to court records.

Nathaniel Scott Garcia, 24, of 108 Southbrook Lane Toms Brook, was convicted of aggravated sexual battery in juvenile and domestic relations court in 2005 and failure to register as a violent sex offender in 2009.

Garcia was injured in a two-vehicle crash that took the life of Jeanetta Debra Stickley, 59, of Strasburg, on April 15. State police say Garcia's 2001 Saturn station wagon was traveling south on U.S. 11 just after midnight when it crossed the center line and struck Stickley's 2006 Hyundai Elantra in the northbound lane.

Stickley died at the scene of her injuries. Garcia was taken to Winchester Medical Center.

"He was released from the Winchester Medical Center, and we have him incarcerated in our facility now," Lt. Wesley Dellinger of the Shenandoah County Sheriff's Office said Friday.

Garcia's next court appearance is scheduled for 11 a.m. May 20 in General District Court.

Court records show Judge William H. Logan Jr. found Garcia guilty of aggravated sexual in battery in August 2005 and sentenced him to an indefinite sentence with the Department of Juvenile Justice. The state's sex offender registry lists Garcia's victim as a minor.

Logan suspended the sentence with the condition that Garcia complete a six-month program in the Northwestern Regional Juvenile Detention Center in Winchester. The sentence also required Garcia to complete a sex offender treatment program, have no unsupervised contact with anyone under 18 years old and submit his name to the state's sex offender registry.

A criminal complaint from August 2009 states that Garcia did not return a state form for renewing his registration on the sex offender registry by the due date.

"His re-registration form was received after the due date and was postmarked 8/11/09," the complaint states. "Mr. Garcia states he didn't regularly check his mailbox, although he was warned about doing so in May 2009."

Garcia was placed on one year supervised probation after his conviction, according to court records.
