Henshaw to lead Haymarket as town manager

Another town official is leaving the valley for a new job elsewhere.

Stephens City Town Planner Brian Henshaw recently accepted the town planner position for Haymarket in Prince William County. Henshaw's last day is Friday and he begins work in Haymarket on Monday.

"It's a good opportunity," Henshaw said by phone Wednesday. "I'm looking forward to it."

The latest U.S. Census data show a total population of 1,829 in Stephens City compared to 1,782 in Haymarket.

While Haymarket lies in a densely populated and developed Northern Virginia county, Henshaw says the town retains its small community atmosphere.

"It's very much a small town that's starting to see suburban growth," Henshaw said. "They managed not to really be a true bedroom community from the standpoint they're just chock full of houses -- they do have commercial development there, too."

Henshaw fills a vacancy created in mid December when then Haymarket Town Manager Mason E. "Gene" Swearingen abruptly resigned. The Gainesville Times newspaper reported that Swearingen resigned shortly after the Haymarket Town Council voted to suspend the manager with pay until Jan. 7. Swearingen quit before that time.

Henshaw filled the newly created position in Stephens City in January 2007.

Town Manager Mike Kehoe said having the position has worked well for Stephens City. Kehoe said plans are to keep the position in the fiscal budget for 2014 though the salary amount may change.

Swearingen now works for Shenandoah County serving as an assistant to acting County Administrator Mary Beth Price. The Board of Supervisors appointed Price in March to fill in for Douglas Walker, who left for an administrative position in Albemarle County. Price, the assistant county administrator, advised supervisors at the appointment that she would bring on Swearingen to handle many of the responsibilities she has as the assistant administrator.
