Couple facing charges

Tipster reports child smoked pot grown at residence

An Edinburg couple has been charged with child endangerment and two related offenses in a case involving a child smoking marijuana they are accused of growing at their residence.

Matthew Travis Tackett, 25, and Tara Celeste Papion, 32, of 343 Grover Road, were arrested in mid-July after a grand jury indicted them. They were later released on bail from the Shenandoah County jail.

Maj. Scott Proctor of the Sheriff's Office said two separate anonymous tipsters notified his agency in May of a marijuana growing operation at the Tackett-Papion home. Proctor said the anonymous individuals also reported that a 12-year-old girl was smoking marijuana produced by the growing operation managed by Tackett and Papion.

Sgt. Brent Lutz, a deputy assigned to the Northwest Virginia Regional Drug Task Force, executed a search warrant at the Grover Road residence, according to records filed with the clerk of circuit court.

Lutz's affidavit states that one of the anonymous tipsters described a "shed in specific detail, specifically concerning the solar panels attached to the roof. The complainant further stated that he observed the marijuana plants in the shed."

The affidavit also mentions a second unidentified person who described the marijuana growing operation in the shed.

"The source stated that this was an ongoing and current operation that has been in operation for several months," Lutz wrote.

Tackett and Papion are both scheduled to appear in Shenandoah County Circuit Court at 9 a.m. Aug. 28.
