Ex-police civilian employee faces a third DUI charge

A former administrative assistant with the Strasburg Police Department was being held without bail late Thursday after she was charged with her third drunk driving offense within 10 years.
Charlene Dawn Hodson, 41, of 101 Hupps Hill Court, appeared in court for a bail hearing Thursday following her arrest early Wednesday morning.
Hodson was also charged with refusing to submit to a blood or breath test for alcohol.
She was arrested around 3:30 a.m. Wednesday by state trooper J.L. Street, according to court documents.
The charge against Hodson is far from the first since she began working with the Strasburg Police Department in 2010.
Online court records show one previous conviction for drunk driving in Shenandoah County in 2006 and another conviction for drunk driving in 2011.
The 2011 conviction brought a sentence of four months in jail, one-year probation and a $250 fine, according to court records.
Conviction of drunk driving for the third time in a 10-year period carries a minimum jail sentence of three months.
Other charges filed against her in Shenandoah County since 2006 include obstruction of justice; violation of a bail or pre-trial condition; operating a vehicle while under suspension or revocation; two counts of vandalism; four counts of trespassing; and passing a bad check of less than $200.
Strasburg Police Chief Tim Sutherly said Hodson resigned from the department “probably a month ago,” well before her latest arrest.
Strasburg police were not involved in filing any of the charges against her over the years, Sutherly said.
Sutherly said she remained with the department throughout her previous brushes with other law enforcement agencies.
“She wasn’t part of law enforcement personnel,” Sutherly said. “That’s a little different from somebody who’s a sworn law enforcement officer, so the standard is a little different.”
Sutherly added that “off duty issues that don’t affect the department are handled a little differently” from those that diminish someone’s ability to perform job duties.
