Public meetings, Nov. 4-8


The following public meetings are scheduled this week:

Shenandoah County

The Library Board Executive Committee meets at 5 p.m. Wednesday in the activity room of the library at 514 Stoney Creek Blvd, Edinburg.

The Board of Supervisors holds a work session at 4 p.m. Thursday. The board plans to discuss:

  • Closing compactor sites on certain holidays

  • The replacement of the Artz Road Bridge by the Virginia Department of Transportation

  • The establishment of a state-mandated stormwater management program

  • The county code sections on building construction and unsafe structures


  • Mount Jackson

    The Planning Commission meets at 7 p.m. Monday. The Planning Commission holds a public hearing jointly with Town Council on a proposed ordinance to annex property into Mount Jackson. The commission convenes the regular meeting after the public hearing. The commission plans to consider the annexation ordinance. The commission also plans to discuss setting a public hearing for a special-use permit requested by Hammond Real Estate on behalf of Family Dollar Store to build a new store at 5450 Main St.

    New Market
    Town Council holds committee meetings beginning at 6:30 p.m. Monday in the Arthur L. Hildreth Jr. Municipal Building, 9418 John Sevier Road. The Tourism, Economic Development and Historic Preservation Committee plans to discuss concepts for a downtown pocket park. The Public Works committee plans to discuss options for solid waste removal and trash pickup that may include recycling service. The Finance and Personnel Committee may consider appointments to the History Overlay District Review Board.

    The Planning Commission meets at 7:30 p.m. Monday.

    Strasburg
    Town Council holds a work session at 7 p.m. Monday. Council plans to discuss:

  • A proposed Shenandoah County-Strasburg Joint Land-Use Plan for the Northern Shenandoah Industrial and Business Park

  • The town's budget forecast and pending capital improvement projects

  • Council then plans to meet in closed session to discuss the wastewater treatment plant upgrade project and the acquisition of property for the Public Works Department.

    Toms Brook

    The Planning Commission meets at 7:30 p.m. Thursday.

    Woodstock

    Town Council meets at 7:30 p.m. Tuesday. Council plans to consider:
  • A resolution to not to participate in the Virginia Local Disability Program

  • A resolution for the appropriation of asset forfeiture funds in the amount of $4,400 to Police Department supplies and equipment

  • A resolution for the appropriation of the Virginia SNAP Income Account funds in the amount of $11,820 to Wastewater Treatment Plant repairs and maintenance

  • A recommendation to transfer $17,150 from reserves to the Finance Department Service Contracts in the general fund in order to enter into a contract with Springsted for the review of the town's personnel policies, classifications and pay plan

  • A recommendation to write off $5,205.57 in personal property taxes from 2007 owed to the town and $207.19 in utility payments from the same year now deemed "uncollectible"

  • An ordinance to vacate the unimproved portion of Hughes Street
  • Warren County
    The Board of Supervisors meets at 9 a.m. Wednesday. The board plans to consider:

  • An additional appropriation of $107,877 to Warren County Public Schools for the current fiscal period

  • An appropriation of $1.34 million from the 2013 bond issuance to the public schools for the design of the second Warren County Middle School

  • A proposed set of fees for the Parks and Recreation Department

  • Re-approval of the voluntary settlement agreement pertaining to the potential annexation and development of 604 acres of land in Warren County owned by the Front Royal Limited Partnership
  • The board plans to go into closed session to discuss appointments to the county Board of Assessors, the Shenandoah Valley Workforce Investment Board and the Cedar Creek and Belle Grove National Historic Park. The board also plan discuss a matter with legal counsel. Following the regular meeting, supervisors plan to hold a work session to discuss:

  • Town and county Liaison Committee items

  • A report on the Shenandoah Farms Volunteer Fire Department from Chief Richard Mabie, of the county Department of Fire and Rescue Services
  • The Board of Zoning Appeals meets at 7 p.m. Wednesday. The board plans to discuss:

    An appeal of the zoning administrator's determination given July 16 that defined "equipment" as referred to in Frank H. Barnett Jr.'s conditional-use permit issued in 1988 on property at 730 Luray Ave., Front Royal.

    Front Royal

    The Urban Forestry Advisory Commission meets at 5 p.m. Monday in the town hall conference room.

    Town Council holds a work session at 7 p.m. Monday in the Front Royal Administration Building, 102 E. Main St. Council plans to discuss:

  • A request to remove the lien from property on Hillidge Street

  • Participation and cost-sharing with Warren County in the EnergGov building inspections software

  • A request on an amendment of the Virginia State Code pertaining to regulation of tall grass on occupied property

  • An assisted living facility on property in Warren County proposed by owner Betty West

  • Co-generation and other options for turning waste into energy


  • Council plans to go into a closed meeting to discuss the evaluation of the town manager.

    Frederick County

    The Technical Advisory Board of the Metropolitan Planning Organization meets at 10 a.m. in the county government building, 107 N. Kent St., Winchester.

    The Information Technology Committee meets at 8:15 a.m. Wednesday.

    The Planning Commission meets at 7 p.m. Wednesday. The commission plans to hold public hearings on:

  • Revisions to the transfer of development rights density table, to include a provision for contiguous lots and the addition of a conversion rate for receiving properties

  • Revisions to the county zoning ordinance to increase the maximum height allowed for structures in districts zoned for extractive manufacturing, light industrial and industrial general

  • A request submitted by Painter-Lewis PLC to rezone 46.26 acres of 51.26 acres of land on the west side of U.S. 522 (Front Royal Pike) and south of Airport Road from rural areas to residential performance for the Madison Village development, and the remaining five acres to general business, with proffers
  • The commission also may consider a request from Lawson and Silek PLC, on behalf of Carmeuse Lime, to allow for the construction of a 193-foot tall kiln at the existing Clear Brook quarry off Quarry Lane. The panel may discuss a master development plan for the Townes at Tasker, submitted by Pennoni Associates Inc. to develop a 49-unit townhouse development on the east side of Tasker Road and north of Rutherford Lane south of Interstate 81 Exit 310.

    The School Board meets at 7 p.m. Wednesday.
