FRONT ROYAL -- A local man was indicted Monday in Warren County Circuit Court on five counts of possessing child pornography with intent to sell or reproduce it.
Authorities accuse Bobby Matthew Miranda, 20, of 518 Randolph Ave., of downloading video clips that meet the definition of child pornography under Virginia statutes.
Miranda committed the alleged offenses between March 22 and April 3 in his home, according to a criminal complaint filed by Investigator Michael R. Wagoner of the Page County Sheriff's Office. Wagoner is also a member of the Northern Virginia and District of Columbia Internet Crimes Against Children Task Force.
The criminal complaint filed by Wagoner states he conducted a peer-to-peer file sharing investigation between March 22 and April 3. During that period, Wagoner downloaded four video files from an Internet provider address that he believed to be images of child abuse, the complaint states.
Wagoner sent an administrative subpoena to Comcast Cable Communications seeking information on the subscriber at the Internet provider address.
"Comcast reported the subscriber and IP address . . . to be Elizabeth Riggs, 518 Randolph Ave., Front Royal," Wagoner reported.
Law enforcement officials executed a search warrant at the residence on April 4 and interviewed Miranda, the complaint states.
"Mr. Miranda stated he was familiar with each of the files I downloaded from a computer he used," Wagoner wrote.
Judge Dennis L. Hupp set a $15,000 secured bond for Miranda.
Court documents from a bail hearing earlier in the year state that Miranda had "no job, lives with his grandmother (and) does nothing with (his) time except troll computer porn sites."
The same document also states that his grandfather, John Arthur Riggs, lives at the same address and is a registered sex offender.
The state sex offender registry lists John Riggs's address as 518 Randolph Ave.
Riggs, 67, was convicted of two counts of sexual battery in November 2010 in Prince William County Circuit Court, according to the sex offender registry. The registry lists the victim in both cases as a minor.
