Phillip Daniel Rush, 64, of Winchester was arrested Monday evening for producing child pornography, according to a Winchester Police Department news release.

Authorities were called to the 900 block of Franklin Street on Sunday after reports that “some juveniles observed a video of child pornography at Rush’s residence,” the news release said.

“On Monday officers executed a search warrant of the residence,” the release continued.

Police Community Relations/Crime Prevention Specialist Lauren Cummings said Rush’s neighbor, a parent of one of the juveniles, informed authorities of the activity.

The juvenile allegedly saw the video a number of weeks prior to the police department’s involvement, Cummings added.

Rush has been charged with one felony count of production of child pornography, the statement said, and there could be additional charges.

Rush is being held without bond at the Northwestern Regional Adult Detention Center.
