Frederick County Sheriff’s Office identifies homicide victim

Frederick County authorities Thursday disclosed the name of a man who died in a homicide early Tuesday.
Lt. Donnie Lang, head of the criminal investigation division in the Sheriff’s Office, said Arthur Ray Harvey, 31, of Winchester, died as a result of strangulation and that police have identified a man who called 911 to report the incident as a suspect in the case.
No arrests have been made, Lang said.
Harvey’s death came as a result of a fight in an apartment complex in the 100 block of Williamson Road in Winchester, Lang said. Lang has said the two men involved in the fight appeared to have been acquaintances.
Deputies were sent to the scene at 4:45 a.m. and discovered Harvey’s body’s inside.
Lang said the Sheriff’s Office continues to investigate the case.
“We are moving forward,” Lang said. “We are speaking with the commonwealth’s attorney daily on the progression of the investigation. Hopefully, soon we’ll get a decision from him on how to proceed and whether charges would be placed.”
