Strasburg repeat sex offender sentenced

WOODSTOCK -- A Strasburg man already on the state's sex offender registry as a violent criminal was sentenced Wednesday in Shenandoah County Circuit Court to almost 14 years in prison after his conviction on three counts involving the rape of a 17-year-old girl.

The sentence imposed on Reginald Todd Conner, 53, by Circuit Judge Dennis L. Hupp also includes 15 years of supervised probation and indefinite unsupervised probation after that. Hupp suspended an additional 21 years and three months of prison time.

The sentence follows terms laid out in a plea agreement reached late last year between Assistant Commonwealth's Attorney Louis Campola and defense attorney Anthony Harrer.

The case began on May 16, 2013 with an investigation by Strasburg police of sexual assault against a 17-year-old girl.

The criminal complaint filed by a Strasburg officer Alex Cowley describes Conner, whose name is spelled two different ways in court records and elsewhere, as a registered violent sex offender.

"When I talked to Conner, he wouldn't say anything about what occurred," Cowley's complaint states.

The victim later told an investigator that she had been sexually assaulted, according to the complaint.

Cowley reported that Conner was drunk and smelled of alcohol, the complaint states.

Strasburg Police Chief Tim Sutherly said in an interview Wednesday he was pleased to hear of Conner's sentence.

"Thirteen years is a long time," Sutherly said. "At least during that time, he won't be hurting any other children."
