New shopping center planned for Winchester

A new shopping center in Winchester, across South Pleasant Valley Road from Sheetz and beside Kmart, is in its planning stages.

The 50,000-square-foot retail center is known as Winchester Marketplace and will be located at 222 Spring St. and 1523 S. Pleasant Valley Road. The property is owned by JDC Winchester LLC.

The property measures fewer than nine acres and would include a 3,450-square-foot Roy Rogers restaurant near Pleasant Valley Road, according to Planning Director Tim Youmans.

Winchester Economic Development Director Jim Deskins couldn't divulge other future tenants signed on to properties, but said it would result in many additional jobs.

"What's very critical about this property is the very salient point that this is adjacent to the Kmart shopping center," he said.

Kmart, which did not to renew its lease at its Winchester location, will close in early June.

Deskins said the two properties, "both about 8 acres," will be redone and contribute to more jobs.

It's never good to see people lose their jobs, he said, but "those 91 jobs could very well be replaced by 180 jobs."

"Hopefully the design will work out to be one big shopping area," he said. "I would hope that they would be complementary to another."

He cited the Winchester metropolitan area's 2.5-percent job growth, the largest increase among metropolitan areas in Virginia.

"So clearly, business isn't dead in Winchester," he said. "It's very good and things continue to get better. It's not what it was when it was in 2006, but we were in an artificial bubble and we don't need to get back to that. We need to have steady economic growth."

Youmans said a commercial pad site located behind the existing Jiffy Lube would measure about 5,700 square feet.

Two more buildings are included in the site plans: an L-shaped building with wings measuring 21,000 and 12,000 square feet and another building measuring 8,141 square feet.

Youmans said the plans also include roadway improvements to Pleasant Valley Road that would better manage congestion.

"So in addition to being a good layout for the new center, it will help with access into existing businesses," he said.

He said the site plans probably would be approved this spring.

He added that a HomeGoods store down the road in the Apple Blossom Corners shopping center is replacing the departed OfficeMax.
