Shenandoah County budget manager to leave

Garland Miller Jr. will leave his position as budget manager for Shenandoah County to take a similar job with the Winchester Public School system.

Miller’s appointment as the division’s director of finance becomes effective May 5, according to a news release issued by the school system Thursday afternoon. Miller succeeds Linda Meadows, who plans to retire June 30.

Miller has more than 24 years of experience in local government and economic development – 14 years of which he has spent as finance and budget manager for Shenandoah County, the release states. Miller is a Winchester native with a bachelor of arts degree in economics from the College of William and Mary and a master’s in business administration from Averett University in Danville.
