Detention center inmate dies

An inmate at the Northwestern Regional Adult Detention Center died Tuesday after he was found in his cell with what was described as a white material tied around his neck.
The detention center released a news release stating that Steven L. Collins, 42, was pronounced deceased at Winchester Medical Center at 1:23 p.m.
According to the release, an officer "conducting a routine Security and Observation round in the Special Management Unit" observed Collins sitting in his cell with a white material affixed to the wall and tied around his neck.
"The Officer entered the cell and using an issued 911 knife removed the material from the wall and from around Collins' neck," the release stated.
No pulse was detected, it continued, and responding officers did attempt to resuscitate him. Frederick County Fire and Rescue crews transported Collins to Winchester Medical Center.
Collins had been incarcerated on Friday, the release stated. He was charged with obscenity drunk in public and three counts of simple assault, a misdemeanor charge, through both General District and Juvenile and Domestic Relations Courts in Clarke County, with a court date pending on May 1. He was in custody on a $2,500 bond.
According to the release, the incident is still under investigation.
