County makes changes to financial job positions

Shenandoah County officials continue to make changes to positions that handle local finances.

Matthew Green now serves as the accounting technician, according to information from County Administrator Mary Beth T. Price. Green, a county native, began working as the accountant in early January, a newly created position included in the current budget.

In an email sent by Price to the Board of Supervisors, the administrator notes that Green and Budget Manager Garland Miller Jr. had resigned. This prompted the administration to rethink the two positions and change budget manager to finance director. The accountant position would change to accounting technician.

The administration began an “internal recruitment” effort April 15 to fill the accounting technician position, Price said Thursday. The administration considered this an “emergency recruitment” and Price said she wanted to fill the position quickly.

Asked what prompted the “emergency recruitment” effort, Price said in an email that “Having lost two finance positions, Administration opened up an ‘internal’ recruitment only for an Accounting Technician,” Price stated.

The administration advised all county departments April 15 of the effort to hire from within to fill the accounting position. Departments had until 5 p.m. Tuesday to reply to the offer. Green was the only candidate who expressed an interest in the accounting technician position, Price said.

As the county accountant, Green received a salary of $37,865. Green’s new salary as accounting technician is $34,344, Price said.

Miller leaves the county to take the job of finance director for Winchester Public Schools.

The county began advertising for a budget and information systems manager position shortly after Miller put in his resignation. The county then began advertising the finance director position once the administration changed the job title and responsibilities.

Application deadline for the finance director position is May 14. The county is offering a starting salary of $58,705-$69,782 with benefits. The county had previously advertised a budget and information systems manager position with a starting salary of $55,909-$64,837 plus benefits.
