Warren County supervisors OK budget, tax increases

FRONT ROYAL -- The Warren County Board of Supervisors approved the 2015 fiscal year budget at its meeting Tuesday night.

The budget includes a number of amendments to the proposed budget, but it keeps the 2 cent real estate tax increase, 65 cent machinery and tools tax increase, 65 cent contract carrier tax increase and 2 cent mobile home tax increase.

The county's tax on aircraft, previously proposed as an increase from 50 cents to $1 per $100 of assessed value, was cut in half and was approved at 75 cents per $100.

"I think doubling it may chase some people away," said Board Chairman Daniel Murray of he aircraft tax.

The budget removes one position from the Warren County Sheriff's Office and uses $6,400 from the contingency fund to allow for a 2.5 percent step increase in the pay scales for each of the county's assistant commonwealth attorneys.

Supervisor Tony Carter said the increase would help keep experienced people in office.

Overall, the 2015 budget totals $95,497,418, which is slightly lower than the proposed budget of $95,503,402.

Supervisor Archie Fox supported the tax increases, citing rising costs.

"At some point we have to increase taxes," he said. "We haven't done it in five years so I think now it's crunch time, we either pass an increase and be progressive and move forward or we regress back to the stalemate that we used to see in our county many years ago."

The Board of Supervisors also approved delaying the opening date of its second middle school by a year so that construction would start in spring 2015 and the school would open in the fall of 2017.
