Middletown appoints new town clerk

Middletown has a new municipal clerk.

Christina Smith, previously a medical biller, will fill the position vacated by Rebecca Layman, who was promoted to town treasurer in March.

Smith, whose annual salary will be $36,000 with full benefits, starts the job on Monday. As a municipal clerk, her duties will include recording council meeting minutes, issuing business licenses and handling utility and personal property and real estate billing.

Middletown Mayor Charles Harbaugh said Smith’s background of interacting with customers was among the qualities that stood out.

“I think what they [Town Council] liked about Christina is all her billing experience and customer service experience,” he said. “That’s primarily what a town clerk does … personal property tax billing, water and sewer billing … her experience in that is what made her a good candidate.”
