Edinburg moves forward on duplex project

EDINBURG — The Planning Commission has approved forwarding Edinburg Square Phase II to Town Council after a review of the project.
The subdivision, which was originally proposed as comprising single family homes and will now consist of duplexes instead, will be located on the northern end of town connected to Edinburg Phase I by Jennifer Court and separated from Edinburg Manor by a tree buffer.
Karl Schaeffer, an engineer with Pennoni Associates Inc. in Winchester, presented a platted layout of the subdivision to the Planning Commission at its meeting Tuesday.
According to Schaeffer, the duplexes will come in three different sizes: three-bedroom units covering about 1,500 square feet, two-bedroom units covering about 1,300 square feet and smaller two-bedroom units that haven’t been designed yet. He said there are about 42 or 44 units planned for the subdivision.
He said most of the specifications, including rear property lines, right of way and utilities, have remained the same since the units were proposed as single family homes.
Current economic conditions make duplexes more desirable, Schaeffer said.
“There’s a market for that and it will be a good fit here,” he said. “It will still be a family unit, not an apartment or condo type of thing. They’ll be privately owned just like a house. They just happen to have less maintenance and less yard.”
The units will be built on the 28 lots owned by G.B. Foltz.
According to a newsletter sent out this spring from Edinburg Mayor Dan Harshman, the units will be constructed by Dexter Mumaw and Warren Dellinger similar to a duplex development in Woodstock named “Camelot,” also constructed by Mumaw.
Harshman wrote that this type of development “is something that we have had a number of requests for in Edinburg” and that it will provide an attractive alternative “in housing for those looking to downsize but still live in our town.”
Mumaw told the Planning Commission he was thinking about starting by building three units on the left side of the subdivision and selling half of them while using the other half as models. He said work on the subdivision could start as early as this fall, depending on when it’s approved by the council.
The next Town Council meeting is scheduled for 7:30 p.m. Aug. 12.
