Toms Brook may get Dollar General

Toms Brook could get its own Dollar General store.
A developer is in the process of applying to rezone a lot at 3224 S. Main St., which sits next to the Toms Brook School Apartments and just north of the Handy Mart, from a residential to commercial zoning classification. The freestanding store building would total about 9,100 square feet and include 30 parking spaces, according to a preliminary site plan.
Currently, Dollar General has four locations in the county, with stores in New Market, Mount Jackson, Woodstock and Strasburg. Operating hours for those stores vary between 8 a.m.-9 p.m. and 8 a.m.-10 p.m.
The Toms Brook Planning Commission met on Thursday night to review the proposed plan and enter into preliminary discussions on the store.
Allen Brawley, president of the Brawley Construction Company, was representing the developer at the meeting. Brawley, who has experience building numerous Dollar General stores, said that pending all necessary steps and approvals, the store could open in the first quarter of next year.
“Generally it takes us roughly two and a half months from the time we get the permit to actually get the building opened and operated, and that’s what I would anticipate,” he told the Planning Commission.
He said Dollar General would operate under a triple net lease with Tennessee-based developer JMB Investment Co. LLC, which would serve as the landlord for the building.
One concern voiced by commission members at the meeting was whether the store’s yellow and black sign “fit into the character of the town.”
Brawley said one option, rather than placing the sign atop a pylon overlooking the area, is to place it on a base constructed from brick or masonry on the ground.
He said the developer is hoping to preserve as much of the stone wall lining Main Street as possible.
If a rezoning application is submitted by Oct. 3 and a notice is advertised by that following month, a joint public hearing could be held on the property Dec. 4.
