School Board to consider proposed $64 million budget

WOODSTOCK – Shenandoah County Public Schools Superintendent Jeremy Raley has presented a proposed $64,087,509 operating budget for fiscal year 2016-2017 to the Shenandoah County School Board. This is $3.6 million more than the 2015-2016 budget of $60,482,925.

“It’s our job and our desire to provide our students with the resources that they are going to need to be competitive – what are they going to need to be successful in an ever-changing job and academic market?” he asked the board at its funding request meeting on Thursday.

Raley said that school budget funding comes from state, federal and local funds. Of the $3,604,584 addition to the budget, $2,642,379 will need to be provided locally.

Budget needs were broken down into the following categories: student opportunity and achievement, staff excellence and operating efficiencies.

Within student opportunity and achievement, $1,261,430 is being requested in the budget. This includes funding for instructional personnel, instructional support, instructional resources, instructional programming and instructional technology.

Within staff excellence, Raley presented a request of $1,227,548 to the board to cover a compensation and benefits increase, as well as funding for professional development and recruiting.

For operating efficiencies, Raley presented $1,115,606, which includes operations costs for custodial support, maintenance department funding, transportation and time and attendance software. Costs for equity alignment as boundaries are changed was also included, but may change when the final boundary decision has been made and other needs are discovered.

The School Board will vote on the proposed budget at its 7 p.m. March 10 meeting. The approved budget will then be presented to the Shenandoah County Board of Supervisors for its consideration.

A public meeting for the proposed budget will be held at 7 p.m. Feb. 18. Work sessions will also be held at 6 p.m. Feb. 25, 6 p.m. March 2 and 5 p.m. March 10.
