Board promotes Whitten to county attorney

FRONT ROYAL – Warren County supervisors promoted Daniel N. “Dan” Whitten to chief legal counsel for the locality.

The Board of Supervisors voted unanimously Tuesday to appoint Whitten as county attorney effective Sept. 1. He will receive a salary of $98,500. Whitten had served as interim county attorney. Whitten succeeds longtime County Attorney Blair Mitchell who retired April 30.

Whitten said Thursday that Mitchell prepared him for the transition while serving as his assistant for 6 ½ years. Mitchell gradually increased the duties of the assistant to prepare him for any area of law undertaken by the attorney, Whitten added.

“So it was a pretty easy transition to the interim county attorney then county attorney just because I had been doing everything that Mr. Mitchell had been doing,” Whitten said. “That’s why I think the board felt comfortable with me and I feel comfortable representing the board and the citizens of Warren County. So now I look forward to staying here for many years.

The county received 10 applications for the position. Board of Supervisors Chairwoman Linda Glavis noted in a statement Thursday that members interviewed four qualified candidates. The board felt comfortable with Whitten’s abilities, qualifications and demeanor, Glavis states. Whitten gained knowledge and experience in his role as assistant county attorney, she added.

Whitten started working as assistant county attorney beginning in February 2010, hired in part to help handle the large number of delinquent tax cases.

Whitten grew up in a rural farm environment in Albemarle County. He and his wife Kate live with their three children in Front Royal.

Whitten received a bachelor of arts degree from University of Virginia and a juris doctorate degree from the Marshall-Wythe School of Law at the College of William and Mary. Whitten worked in the Richmond City Attorney’s Office, the Virginia Attorney General’s Office and in private practice.

Whitten serves as vice president of the Warren County Bar Association, as a member of the Local Government Attorney’s Ethics Committee and the Local Government Attorney’s Fall Conference Committee.
