Warren County finance director resigns

FRONT ROYAL – Warren County’s finance chief left last month after just over a year on the job.

Finance Director Mary Kathleen Ault Dellinger resigned, County Administrator Doug Stanley announced at the Board of Supervisors meeting Tuesday. Dellinger tendered her resignation Aug. 17, effective Aug. 31.

The county appointed Dellinger to the position in May 2015 to replace longtime Finance Director Carolyn Stimmel, who retired after leading the department for 15 years. Dellinger’s appointment became effective July 1, 2015. Stimmel stayed on as a consultant for the county.

Deputy Finance Director Andre Fletcher took over the department in an acting capacity effective Sept. 1, Stanley also announced. The Rappahannock County native received a bachelor of science in accounting from George Mason University. Fletcher started working for Warren County almost two years ago. He was a staff accountant for Community Management Corporation – a property management firm – while also serving as a deputy sheriff for Prince William County, Stanley noted.

Dellinger plans to focus on education and consulting and timed her resignation to meet additional certification program objectives beginning this fall, Stanley said Wednesday. Dellinger earned a salary of $83,007, almost $3,000 more than she received when hired.

In her short tenure with the county, Dellinger worked on the fiscal 2017 budget, the 2015 audit and the 2015 Comprehensive Annual Financial Report. She also worked on the documentation of departmental policies, the procurement of the IBM Power 8 server to replace the AS-400 hosting fiscal operations software, ongoing procurement support to all county departments, oversight of the department’s payroll, accounts payable, accounting and reporting operations, Stanley said. Dellinger also served as the fiscal agent for the Community Policy Management Team and public safety grants.

Dellinger came to the county after working as an accounting manager for Leesburg from 2008-2014. She served as an accountant for the Center of Concern in Washington, D.C. Her background included work with nonprofit groups such as Project Hope in Millwood, Virginia, and World Relief in Baltimore.
